Recreation Specialist

Summary This position is asigned to the Community Recreation Division; Morale, Welfare and Recreation (MWR) Department; Commander, Navy Installations Command (CNIC). The purpose of this position is to provide supervision and oversight of the professional picture framing and engraving services and support to all military communities in the Frame and Engraving Shops, a section of the MWR Arts and Crafts Division. Duties Help General (includes but not limited to): Oversees day to day operations of the Frame and Engraving Shops. Assists customers with framing and engraving requests. Keeps abreast of marketing trends and new technology in the framing and engraving field and makes recommendations for change. Ensures control and accountability of inventory, supplies and equipment. Ensures equipment and facilities meet all regulatory and safety standards and proper maintenance is performed on all equipment. Keeps work areas clean, organized and in safety compliance. Ensures all cash handling and financial transactions are completed as required and purchasing and pricing guidelines are adhered to in accordance with CNIC 1710.3. Plans, organizes and carries out instructional classes and oversees the self-help program. Uses potentially hazardous equipment on a daily basis, to include an industrial miter saw, chop saw, wall mounted glass cutter for cutting sheets of glass (48 x 36 inches), v-nailer, vacuum heat mounting table set at 175 degrees, staple gun, air compressor, canvas stretcher and various hand held tools such as box-cutters, hammers, razorblades, drills, awls, etc. Utilizes three computer programs including a point of sales system, an inventory accountability system and a computer-generated mat cutting program. Teaches co-workers and customers how to clean and maintain equipment, operate, inspect and check equipment, adjust and set up a variety of equipment. Ensures compliance with safety and environmental requirements in order to maintain a safe and healthful workplace. Submits safety mishap reports promptly and investigates all accidents. Ensures employees injured on the job receive proper medical treatment and reports to the Director for further action. Transports patrons off base to designated locations for trips, classes or programming. Supervisory duties comprise 25% of incumbent's time and include but are not limited to: Assigns work based on priorities, difficulty and requirements of assignments, and staff. Directs work to be accomplished by staff, capabilities Conducts annual performance reviews of staff. Participates in section staffing decisions. Ensures staff receives proper training to fulfill requirements of their positions. Addresses potential disciplinary and/or performance issues timely and takes appropriate, corrective action(s) as necessary. SUPERVISORY CONTROLS KNOWLEDGE REOUIRED BY THE POSITION Knowledge of the concepts, principals, techniques and procedures of picture framing and engraving. Ability to perform retail operations for a diverse framing and engraving department which generates $340K in annual revenues. Ability to perform professional picture framing in a first-rate facility with an impeccable reputation and enhance the well-being and morale of the military community. Skilled in the art of framing. Knowledge of engraving processes Ability to operate framing and engraving equipment. Ability to safely use potentially hazardous equipment on a daily basis and also train employees on the usage of such equipment. Knowledge of the precise skills required in conservation framing when handling artwork including canvas, antique paper, wood, cloth, textiles, photos, coins, flags, and other items that may be engraved or framed Knowledge of mathematics including precise measurements, fractions, and geometry. Knowledge of point of sales applications, an inventory accountability system and a computer generated mat cutting program. Knowledge of mat design, layout, color, sizing, and pricing. Knowledge of CNIC's EEO policy and procedures Ability to analyze and prepare clear, concise, and technically sound reports related to work within the Branch. Ability to develop and effectively deliver presentations and or training. Ability to perform the full-range of supervisory duties. Ability to communicate effectively both orally and in writing. Works under direct supervision of the Arts and Crafts Center Director or Manager as designated by the Installation Program Director (IPD). The supervisor sets general overall program and management objectives, but the employee is expected to carry out assignments independently. All work must meet quality, quantity and timelines of supervisor and is reviewed formally (annual evaluations) and informally (staff meetings and verbal feedback). The employee and supervisor mutually define overall program objectives. The employee plans and organizes continuing work assignments independently and sets priorities based on current program requirements. Completed work is usually evaluated in terms of degree to which program objectives and goals are met. appropriateness and conformity to guidelines, and ability to meet customer needs. GUIDELINES Guidelines consist of Department of Defense (DoD), CNIC, Navy Region and Installations instructions, policies and standard operating procedures (SOPs), security regulations, safety procedures and established practices. Both written and oral guidelines are specific, complete, and apply to work assignments. Performance guidelines are work effort and initiative, working relationships, productivity, reliability, skill, leadership qualities, and supervisory ability. Conditions or circumstances can exist that warrant decisions to be made based on sound judgment and local knowledge. Employees must use judgment in interpreting and adapting guidelines to specific cases or problems, analyze results and recommend changes. COMPLEXITY The work consists of various applications of activities such as directing and training others, overseeing and documenting work activities, selecting and evaluating personnel, and implementing managerial directives. The incumbent will often be required to work directly with customers, supervisors and contacts from other departments to obtain answers to questions, or to handle situations. Consists of various applications requiring 100% extreme accuracy and care for potentially irreplaceable artwork from start to completion. SCOPE AND EFFECT The purpose of the work is to provide professional picture framing and high-quality craftsmanship and expertise in framing and engraving services and support best prices. Also, to provide custom framing classes to qualify for our do-it-yourself program and to enhance the well-being and morale of the military community. The services provided by the Supervisory Recreation Specialist will require daily contact with customers and Command leadership. They provide a positive influence which is integral to the success of Recreation program execution. The overall scope of the position reaches all active-duty personnel, families, retired and DoD personnel in the delivery of recreational information and services which contribute to a positive quality of life. PERSONAL CONTACTS Contacts are with customers, subordinates, superiors and coworkers, venders, contract instructors either in person, or via phone or email. Contacts are also with MWR/N9 staff, fire and safety personnel, command officials, vendors, and customers in support of the recreation program. PURPOSE OF CONTACTS The purpose of contacts is to provide customer service, communication, evaluation, training, accounting, purchasing, selling, interviewing, hiring, and scheduling. PHYSICAL DEMANDS Work requires a high degree of physical effort when performing the framing process. Over 90% of workday is performed while standing or walking between areas of work. Regularly lifting up to 50 pounds when lifting glass boxes and daily 20-30 pounds when lifting finished artwork. WORK ENVIRONMENT Work is performed indoors. Incumbent works in an environment that includes potentially hazardous power tools and equipment. There is frequent exposure to saw dust, and the frequent necessity to hand carry and cut large sheets of glass. Must clean and maintain the equipment in the shop and work daily with wood, glue, heat sources, staples, nails, razorblades, joiners, and saws. Staff must wear hearing and eye protection when cutting wood and hand and eye protection when cutting glass. Protective clothing must be worn/utilized as situations warrant. Other Requirements Must be able to work varied work schedules to include holidays, weekends and evenings. Subject to recall. Occasional travel of less than 10% may be required. Must have or be able to obtain and maintain a valid driver's license. Education This position does not have a positive education requirement.
