MSAD#17 is seeking a qualified candidate to fill the position of a District Safety Coordinator. This is a new MSAD #17 position intended to serve a variety of districtwide school safety functions.
REPORTS TO: Superintendent JOB GOAL: The District Safety Coordinator is responsible for the development, implementation, and oversight of district safety and security initiatives within MSAD #17 - Oxford Hills School District. This role works to support a safe learning environment for students, staff, and visitors by collaborating with school and district administrators, various departments, law enforcement, emergency responders, and community organizations. The Coordinator will lead district-wide efforts to enhance school security, crisis preparedness, emergency response, and risk mitigation. This position reports directly to the Superintendent. WORK SCHEDULE AND COMPENSATION: Teacher contract QUALIFICATIONS: 1. Bachelor's degree in any one of the following - Emergency Management, Public Safety, Criminal Justice, Education Administration, Public Relations, Communications, Psychology, or a related field (Master's degree preferred). Prior experience in education is preferred. Law enforcement experience, military service, or comparable work experience may be considered. 2. Minimum of 5 years of experience in safety/security management, emergency response, law enforcement, or a related field. Experience working in a school or educational environment is strongly preferred. Experience in behavioral threat assessment, crisis intervention, or student support services is highly valued. 3. Knowledge of federal and state school safety regulations, laws and best practices. 4. Ability to serve as the District's CSTAG (Comprehensive School Threat Assessment Guidelines) administrator, including coordinating threat assessment processes, facilitating team meetings as necessary, and maintaining required documentation. 5. Strong leadership and crisis management skills, with the ability to make quick and informed decisions. 6. Excellent verbal and written communication skills, including experience in public speaking and emergency communications. Demonstrated knowledge and proficiency with communications technologies. 7. Ability to collaborate with diverse stakeholders, including school administrators, teachers, students, parents, and external agencies. Exceptionally strong organizational skills and ability to work collaboratively and communicate effectively with a wide variety of individuals, groups, and organizations. 8. A valid State of Maine driver's license with a satisfactory driving history. A valid State of Maine driver's license with no history of prior moving violations.
9. Must pass a background check and Maine Department of Education criminal history and record check (CHRC) and maintain all necessary certifications. PERFORMANCE RESPONSIBILITIES: Safety and Security Program Development: 1. Develop, implement, and maintain comprehensive safety policies, procedures, and training programs to ensure compliance with local, state, and federal laws and regulations. 2. Conduct and oversee risk assessments and security audits to identify vulnerabilities and recommend improvements. 3. Serve as the case manager and administrative coordinator of the Comprehensive School Threat Assessment Guidelines (CSTAG) program to identify and support students who present a potential risk of violence/aggression, self-harm, or other self-destructive behavior.
4. Collaborate with school psychologists, counselors, and student services staff in developing appropriate intervention and support plans. 5. Lead the development and implementation of district-wide emergency response plans, including drills and training exercises. 6. Oversee the district's crisis management team and facilitate emergency preparedness training for staff and students. 7. Lead the district safety committee and coordinate with individual building-based safety teams to ensure coordinated safety efforts across all schools. 8. Review, maintain, and continuously update the district's Emergency Plan annually and whenever changes or updates are needed. 9. Monitor and document all school-safety drills and plans to ensure statutory drill numbers are met. 10. Work with building administrators to update and review School Emergency Team information and Emergency Operations Plans. .
11. Provide support for building administrators during critical incidents and appropriate resources for response. 12. Perform crisis management and preemptive planning activities. 13. Organize and oversee emergency training for district faculty and staff. 14. Work collaboratively with student services staff to integrate trauma-informed and restorative practices into safety protocols and crisis response procedures 15. Review physical and mental safety processes in place throughout the district and work with administrators and directors to address any issues. Collaboration with IT, Facilities, and Other Departments: 1. Support the Technology Director and Facilities Director in ensuring that security technology, including cameras, alarms, and communication systems, integrated into emergency response protocols. 2. Assist Technology Director and Facilities Director in identifying and planning safety upgrades for school buildings and infrastructure. 3. Collaborate with district leadership, transportation, and student services to ensure a holistic approach to school safety. 4. Liaise between central office and school administrators to ensure alignment of safety policies and procedures across all buildings. 5. Review, monitor, and check building and grounds projects associated with school safety. Crisis Communication & Community Engagement: 1. Provide omnichannel emergency communication to the Oxford Hills community and MSAD #17 staff via multiple means and modalities. 2. Support the District with safety-related communication during emergencies, working in coordination with the Superintendent and building administrators. 3. Develop and execute a clear, timely, and accurate communication strategy for safety incidents, ensuring that students, staff, parents, first responders, and the community remain informed. 4. Provide ongoing safety updates and resources to the school community. 5. Work with district leadership to create and distribute public messaging regarding school safety initiatives and emergency response plans. 6. Manage media relations and develop contacts with media members, influencers, and community leaders. 7. Assist in the creation of digital, video, audio, and print content related to safety communications. 8. Maintain accurate documents, files, and records for all work-related activities. 9. Coordinate with individual building-based safety teams to offer broader perspectives and information that supports building administrators. Outreach & Partnership Development: 1. Build and maintain strong relationships with local law enforcement, fire departments, emergency management agencies, and community organizations. 2. Facilitate collaboration with first responders to enhance coordinated emergency response strategies. 3. Serve as the district liaison to external safety agencies and participate in local and regional safety initiatives. 4. Serve as liaison between the district and local police departments, school resource officers, fire departments, and emergency management personnel. 5. Operate as liaison for the district to police, fire, medical, and community organizations for safety-related issues. 6. Partner with mental health professionals, school psychologists, and community organizations to support comprehensive approaches to school safety and student well-being. 7. Attend training specific to the duties assigned to remain current with best practices and industry standards. 8. Perform other duties as assigned by the Superintendent of Schools or designee. WORKING CONDITIONS: Physical Requirements: 1. Sufficient visual acuity to perform essential job functions, including reading documents, viewing security systems, and conducting safety inspections. 2. Sufficient auditory function to hear phones, pager, instrument and/or system alarms. 3. Ability to communicate verbally with others - including phone and telecommunications equipment. 4. Manual dexterity in the operation of a computer. 5. Ability to sit or stand for prolonged periods of time. 6. Ability to complete repetitive motions including bending, stooping, reaching, & walking. Work Environment: 1. Primarily office-based at Central Office with frequent travel between schools and district facilities. 2. Must be available for emergency response outside of regular business hours. 3. Ability to work in high-stress situations and adapt to rapidly changing environments. 4.
