CEQA Area Lead - San Francisco Bay Area

Position Environmental Project Manager to lead Environmental Compliance (CEQA/NEPA) projects and expand BKF’s CEQA/NEPA services throughout California. The Project Manager will build a project portfolio and grow a staff of qualified environmental professionals. This position offers remote or hybrid work arrangements (remote with in-office availability as needed, or hybrid with time split between a California office and home). Responsibilities Lead projects and support the expansion of the Environmental Planning Practice in California; engage with clients and provide leadership, strategic planning, staff development, and business development within the BKF Planning team. Work with firm leadership to grow market share in California and establish a steady pipeline and backlog by reestablishing industry contacts and relationships with existing and prospective clients. Manage environmental compliance as a project manager, overseeing CEQA/NEPA document preparation and related technical studies, and peer review of CEQA/NEPA documents. Apply experience and technical knowledge to manage environmental compliance documents for projects across land development, municipal/regional government, transportation, water, energy, general plans, housing, and higher education. Drive thought leadership and BKF name recognition by engaging with the Planning and Environmental Services industry in California, participating in associations, and contributing ideas through conferences, white papers, and leadership roles. Guide and oversee environmental professionals in technical, management, leadership, and client service skills. Ensure the Environmental Planning team excels technically and financially by monitoring project performance and maintaining high-quality proposals and work products. Coordinate complex environmental projects and multi-agency/multi-jurisdictional planning efforts. Strategize environmental compliance needs from exemptions and exclusions to EIRs/EISs. Plan and coordinate projects, developing scopes of work, work plans, environmental documents, planning assessments, data analysis, timelines, budgets, and invoicing. Act as a technical consultant to elected officials, citizen groups, and stakeholders on planning policies, zoning, ordinance changes, and environmental regulations. Facilitate public involvement with meetings/presentations to discuss planning initiatives, obstacles, and stakeholder interests. Coordinate the work of consultants/contractors and other professionals on projects. Supervise and develop staff, coaching and mentoring as needed. Qualifications Bachelor's degree from an accredited college or university in Urban Planning, Environmental Science, or related field; Master’s degree preferred. American Institute of Certified Planners (AICP) certification desirable. Minimum of 10 years of progressive leadership experience supervising planning and environmental professionals. Progressive project management experience on CEQA/NEPA projects in California across relevant sectors. Proven ability to supervise staff and manage teams; effective communicator with individuals and groups. High-energy, results-oriented, collaborative leader capable of building relationships across the organization. Ability to manage client relationships and handle critical conversations with internal teams and leaders. Valid California Class C driver’s license with acceptable driving record. Physical Demands and Work Environment Physical: Regularly talk, hear, and operate a computer; may occasionally lift up to 20 pounds with accommodations. Work Conditions: Office environment with potential travel to BKF locations and client sites; environment may be high-paced with deadlines. Compensation and Benefits Base salary range: $145,000–$180,000 annually, dependent on skills, experience, education, and location.
