Description We are currently seeking an Environmental Construction Specialist to work on Electric Utility Construction Projects. This is a field position, and candidates must have experience with environmental compliance in relation to land clearing and linear construction projects. What You Will Do Regulatory Compliance Provide Environmental Compliance and construction oversight on transmission site development and linear transmission line construction projects for Duke Energy. Provide Environmental Oversight and compliance/inspections associated with Transmission Capital Projects and the National Pollutant Discharge Elimination System (NPDES) and Storm Water Pollution Prevention Plan (SWPPP). Ensure compliance with laws and regulations for wetland access, protected species, wood and debris disposal, site control and soil disturbance. Ensure that all field operations are in compliance with permits, including road use permits, natural resource protection act permits, Corps of Engineers permits, etc. Document pre‑ and post‑work field conditions to make sure that sites are in compliance with permits and environmental regulations and there are no conditions that require mitigation or restoration. Field Operations Perform all required erosion and sediment, stormwater management and pollution prevention inspections for applicable construction projects. Interpret complex plans and drawings. Perform duties in a manner that will promote and maintain good public relations. Crew Oversight Attend pre‑construction meetings, constructability meetings, and status meetings as directed. Manage and oversee site development crews, and oversee sediment and erosion control or Best Management Practice (BMP) contractors to ensure all measures are installed as per the approved plan. Ensure wetlands and sensitive areas identification are in place and crews are aware prior to entering such areas. Stakeholder & Public Relations Monitor and report to Project Management on status of construction units estimated and actuals billed to date of project. Communicate daily with the utility client, contractors, landowners, and the public. Subject Matter Expert Consulting Assist in developing recommendations on future right‑of‑way maintenance requirements. Additional Responsibilities Drive a company vehicle safely to work locations for the organization. Assume other duties and responsibilities as assigned. What You Need To Have Associate or bachelor’s degree in environmental science, Construction Management, Building Science, or a related field. 1–5 years’ experience in site development work, permitting utility construction. Solid understanding of the National Pollutant Discharge Elimination Service (NPDES) Construction General Permit (CGP) and Stormwater Pollution Prevention Plan (SWPPP) implementation and inspections. Successfully completed the Stormwater, Erosion, and Sedimentation Control Inspector (FSESCI) certification for the Florida Department of Environmental Protection (FDEP). Florida. Solid understanding of the NPDES, CGP and SWPPP implementation and inspections related to the North Carolina Department of Environmental Quality (NCDEQ). North Carolina. Successfully completed a Stormwater, Erosion Control Inspector training program, CESSWI (Certified Erosion and Sediment/Stormwater Inspector), CEPSCI, or a similar competency program to conduct routine compliance inspections in North Carolina/South Carolina. Successfully completed a Stormwater, Erosion Control Inspector training program, CESSWI (Certified Erosion and Sediment/Stormwater Inspector), or a similar competency program to conduct routine compliance inspections in Indiana. Midwest. Desire to work outdoors in various weather conditions and terrain. Strong public relation skills/ability to interface with the public. Willingness to work alone. Basic computer skills. Valid driver’s license. What Would Be Amazing To Have Substantial background in electric transmission construction, pipeline, or utility field. Stormwater Pollution Prevention Plan (SWPPP) book knowledge. CESSWI (Certified Erosion and Sediment/Stormwater Inspector). Previous construction crew oversight experience. GIS experience. Strong knowledge of ANSI Z133 safety standards. Military background is a plus. Bi‑Lingual speaking (English and Spanish) is a plus. Working Environment & Physical Requirements Work with a team and alone; primarily in an outdoor field environment and/or low light conditions; foot patrol of energy corridors in the vicinity of power lines and/or pipelines; remote locations as well as urban city environment; physical demands and travel from site to site, including walking/hiking on various surfaces, exposure to noise, dust, grease, smoke, and all types of weather extremes, hazardous traffic conditions, domestic and wild animals, insects, and poisonous plants. The employee must have sufficient physical ability and mobility to work in a field environment; to walk up to 10 miles per day, stand, sit, and operate a motor vehicle for prolonged periods; to frequently stoop, bend, kneel, crouch, run, crawl, climb, reach, twist, grasp and make repetitive hand, arm and shoulder movements; carry, push and/or pull light to heavy amounts of weight, frequently lift up to 10 lbs and occasionally lift up to 60 lbs; operate assigned equipment and vehicles; ability to verbally communicate; ability to see and hear in normal range with or without correction.
