$7,351/month Job Type: Full-Time Temporary Location: 222 N School St Department: Community Services Apply Before: Continuous Under the general direction of the Administrator of the Community Based Development Division, Department of Community Services, this position is responsible for supervising as well as facilitating, coordinating, developing, implementing, evaluating, and completion of numerous division projects, including the City’s initiatives to address homelessness throughout Oʻahu as well as any other projects funded by federal, state, and city funds.This position also provides leadership for the development, implementation, evaluation, and completion of federal, state, or city funded programs, which includes assessing housing, homeless services, and support service needs of the community. The position will coordinate with City, State, and Federal organizations and private entities to accomplish activities in their respective areas relative to the overall project.Works with community groups and individuals to address concerns and complaints. In charge of all special projects assigned to the Community Based Development Division that are not a normal function of either the Planning, Evaluation and Coordination Branch or the Development, Acquisition, Construction and Fair Housing Branch of the division. In cooperation with public agencies, nonprofit service providers, and other interested entities and individuals, the Planner VII is responsible for the supervision, facilitation, coordination, development, management and implementation of special projects and programs utilizing federal, state and city funds.Projects may include those projects and initiatives funded by State Ohana Zone, Congressionally Directed Spending, State and Local Fiscal Recovery Fund, American Rescue Plan, and City General Fund. The position analyzes physical, social and financial feasibility and funding requirements for projects including the project budget and schedule, consultant services, drafting and execution of request for proposals and similar, contracts, reports, leases and other legal documents.Specific duties and responsibilities include, but are not limited to: a.Developing Request for Proposals and Notices of Funding Availability for federal, state and city funded programs, including but not limited to:development and implementation of a selection process for grant proposals. b.Assist with preparation of memos, resolutions, and other communications to faciliate administrative, City Council, and other approvals, including approval by the U.S. Department of Housing and Urban Development, for assigned projects and programs. c.Grant contracting and management tasks for funded projects according to all federal, state, and city policies and regulations.This includes but is not limited to developing and executing contracts, agreements, and other legal documents with nonprofit agencies. d.Coordinates multiple operating agreements and property management contracts for the City. e.Prepares and finalizes financial, procurement, and budget documents as required by the City’s Department of Budget and Fiscal Services and other city departments/agencies. f.Evaluates the performance of nonprofit agencies in terms of achieving the goals and objectives of their project and compliance with all contract requirements. Provides support to the agency which would include but is not limited to trainings, resources, and information. g.Works collaboratively with staff of other city, state, and federal departments and agencies as well as nonprofit entities and ensures preparation of reports, budgets, documents, plans, and policy documents.This will include but is not limited to preparing periodic reports and analyses on the progress of federal, state and city projects. h.Reviews and processes requests for payments submitted by non-profit agencies and provides support to other staff on complex requests for payments and invoices. i.Conducts site visits/onsite monitoring for compliance with federal, state, and city contracts and sub-recipient agreements on an ongoing basis, reviews files, prepares reports noting deficiencies and recommends corrective actions.Follows up with organizations on corrective actions. j.Prepares financial reports for contracts and agreements.Such reports include, but not limited to, expenditure reports and projections, and project budgets. k.Works with agencies to design, develop, and implement an appropriate program evaluation regiment to assess the effectiveness of their program. l.Prepare community information briefing and represents the City at public meetings including neighborhood boards, community associations, schools, nonprofit, and for profit organizations. m.Maintaining communication with residents and community organizations and leaders via newsletters, meetings, and public hearings. Develops new initiatives for federal, state and city programs. Fosters collaboration among contractors and other community groups to streamline service delivery, facilitate coordination of services delivered to homeless persons and low and moderate income households, improve data collection and performance measurement, and maximize use of resources.Makes recommendation to keep projects within budget and on schedule. Responds to requests for information regarding the City’s special projects related to federal, state, and city funding from City officials, the public, elected officials and other interested parties by preparing written responses and informational materials. Conducts literature search and studies for best practice methodology in service delivery; formulates recommendations for programming of funding for services to the homeless and low and moderate income individuals and families; develops division plans and policies. Minimum Qualification Requirements for the Class: Training and Experience: A combination of education and experience substantially equivalent to graduation from an accredited college or university with specialization in city planning, architecture, engineering, economics, sociology, public administration or a related field and five years of professional work experience in city planning or related planning activities, one of which shall have been in a supervisory capacity; or as applicable for positions requiring specific specializations: (SOCIAL PLANNING)…four years of professional work experience in the planning, development and formulation of social, socio-economic research, community action or related projects and programs, one of which shall have been in a supervisory capacity. #J-18808-Ljbffr Board of Water Supply
