POSITION OVERVIEW:

As a Disabled Veteran Outreach Provider (DVOP) you will play a key role in empowering our area's disabled veterans to achieve meaningful employment and career growth. This position collaborates with veterans to develop personalized job search plans, provides individualized support through career counseling and resource coordination, and helps disabled veterans and other categories of veterans enhance their job readiness skills. By building strong connections with local employers, facilitating workshops, and offering up-to-date labor market insights, the DVOP serves as a bridge between talent and opportunity, contributing to a stronger workforce and resilient community.

  • Leading workshops, supporting job seekers, and collaborating with employers will further strengthen your public speaking, facilitation, and relationship-building skills, preparing you for roles in workforce development, program management, or community leadership.

ESSENTIAL FUNCTIONS:

  • Empower clients to take charge of their career journey by developing and implementing personalized job search plans that identify services, training, and supports needed for lasting employment success, including translating military experience into civilian career pathways.
  • Discover potential and uncover barriers through interest and skill assessments that identify strengths, challenges, and transferable skills gained through military or other structured service environments.
  • Provide dedicated, ongoing guidance through case management and career counseling that supports individuals navigating transitions, including the shift from military to civilian employment.
  • Champion access and opportunity by helping clients navigate workforce programs, VA benefits, education resources, and community services with clarity and confidence.
  • Drive progress through coordination and accountability, tracking client activities, services, and outcomes to ensure steady advancement toward employment goals in a structured and goal-oriented way.
  • Inspire career readiness by coaching clients to strengthen job search techniques, refine resumes and applications, master interviews, and clearly communicate transferable skills from military or prior service.
  • Build lasting bridges between people and opportunity by facilitating workshops, partnering with employers, and sharing labor market insights that connect military experience to civilian workforce needs.

REQUIRED SKILLS AND COMPETENCIES:

  • Job search planning: Ability to develop clear, actionable employment plans by identifying goals, recognizing barriers, and mapping realistic pathways to sustainable work; includes translating military experience into civilian career pathways.
  • Client communication: Strong interpersonal communication skills, including active listening, empathy, and the ability to build trust and maintain supportive, professional relationships; experience working within structured or team-based environments is valuable.
  • Client assessment: Skill in evaluating individual strengths, interests, and challenges using interviews, tools, and observation; ability to interpret and translate military training and experience into workforce-relevant skills.
  • Career support and coaching: Ability to guide, motivate, and support individuals in building confidence and navigating transitions, including shifts from military to civilian employment.
  • Resource navigation: Knowledge of or ability to quickly learn workforce systems, education benefits, and community resources relevant to veterans and other job seekers.
  • Job skills training: Ability to teach and reinforce job readiness skills such as resume development, application completion, networking, and interview preparation; includes helping individuals articulate transferable skills from military service.
  • Advocacy: Ability to represent and promote client strengths and needs effectively with employers, with an understanding of the value veterans bring to the workforce.
  • Workshop facilitation: Skill in designing and delivering engaging group sessions that support learning and skill development; ability to connect content to real-world experiences, including military backgrounds.
  • Employer engagement: Ability to build and maintain productive relationships with employers; skill in communicating how military experience aligns with civilian workforce needs.
  • Public speaking: Confidence and effectiveness in presenting information to groups, facilitating discussions, and representing programs in a professional setting; experience briefing or presenting in structured environments is beneficial.

MINIMUM QUALIFICATIONS (Education and Experience)

  • Experience supporting individuals in reaching employment or career goals. This may include coaching, mentoring, advising, training, case management, or assisting others through transitions such as reentry to civilian life, career changes, or learning new skills.
  • Understanding of challenges people may face when finding or keeping employment, including housing, education, transportation, or transitioning from military to civilian careers. Ability to connect individuals with appropriate resources and support.
  • Ability to build and maintain partnerships with a wide range of groups, such as employers, community organizations, government agencies, or internal teams. Military experience coordinating across units, commands, or external partners is highly relevant.
  • Strong communication skills, including preparing reports, briefings, case notes, or documentation for different audiences. Experience delivering clear, structured information, such as briefings or operational updates, translates well.
  • Experience reviewing information, identifying gaps or unmet needs, and recommending improvements. This may include evaluating programs, tracking outcomes, conducting after-action reviews, or using data to improve performance.
  • A bachelor's degree in a related field, such as human services, social work, or workforce development, may be helpful but is not required. We recognize relevant experience, including military training, leadership roles, and operational assignments, as equally valuable when they demonstrate the skills listed above.

In order to qualify for this position, you must be one of the following:

  • Qualified service-connected disabled veterans.
  • Qualified eligible veterans, or
  • Qualified eligible persons, as defined in Title 38, United States Code, Section 4101(5).
