Leidos is seeking a Logistics Liaison Officer to support the Indo-Pacific Logistics and Sustainment Services (ILS2) program at Santa Rita, Guam . This position serves as the primary in-country logistics representative responsible for coordinating and integrating logistics, sustainment, transportation, facilities, and mission support activities in direct support of U.S. Special Operations Command Pacific (SOCPAC) and other U.S. Service Commands in support of U.S. Pacific Command (USPACOM). The Logistics Liaison Officer works closely with Government stakeholders, mission partners, host nation representatives, and Leidos program leadership to ensure responsive, compliant, and effective logistics support that enhances operational readiness across the Indo-Pacific area of operations. This role requires a proactive leader capable of operating in dynamic, expeditionary, and multinational environments while supporting mission-critical operations.
The Logistics Liaison Officer serves as the forward-deployed representative for the ILS2 program, responsible for synchronizing logistics and sustainment operations with government customers, host nation partners, and internal Leidos team. This position oversees the planning, coordination, and execution of logistics support activities, including Reception, Staging, Onward Movement, and Integration (RSOI), transportation, supply chain management, facilities sustainment, and mission partner integration. The successful candidate will build strategic relationships, identify operational requirements, resolve logistics challenges, and ensure the timely delivery of mission support capabilities in accordance with contract requirements and operational priorities.
Primary Responsibilities:
- Serve as the senior in-country logistics liaison between Leidos, Government customers, host nation representatives, and mission partners to ensure effective execution of logistics and sustainment operations.
- Coordinate RSOI activities supporting personnel, equipment, and materiel for exercises, contingency operations, and named missions.
- Synchronize logistics operations across transportation, supply chain, facilities, engineering, security, and sustainment functions to support mission objectives.
- Build and maintain collaborative relationships with host nation authorities to facilitate customs clearance, Status of Forces Agreement (SOFA) compliance, import/export activities, access, basing, and infrastructure support.
- Monitor logistics operations, asset accountability, inventory management, and supply chain performance while ensuring visibility of Government-Furnished Property (GFP), Contractor-Acquired Property (CAP), and Contractor-Furnished Equipment (CFE).
- Coordinate with Joint Theater Distribution Centers (JTDCs), transportation providers, and operational planners to optimize distribution and sustainment operations throughout the theater.
- Support facilities sustainment planning, engineering implementation, maintenance coordination, and lifecycle planning to maintain operational readiness.
- Monitor compliance with security requirements, operational policies, contract requirements, and applicable Department of War (DoW) regulations.
- Prepare operational reports, performance metrics, executive briefings, and logistics assessments for program leadership and Government customers.
- Identify operational risks, recommend mitigation strategies, and provide timely solutions to support evolving mission requirements and enhance operational effectiveness.
Basic Qualifications:
- Bachelor's degree with 12-15 years of relevant experience, or Master's degree with 10-13 years of relevant experience in logistics, supply chain management, military operations, project management, engineering, or a related discipline. Additional experience, education, or military service may be considered in lieu of a degree.
- Minimum of five years of experience supporting DoW logistics, sustainment, transportation, or operational support programs.
- Military logistics experience within Special Operations, Joint Logistics, Transportation, or Sustainment organizations.
- Demonstrated experience coordinating complex logistics operations involving multiple stakeholders in joint, multinational, or expeditionary environments.
- Working knowledge of supply chain management, transportation operations, inventory management, facilities sustainment, and logistics planning.
- Strong knowledge of DoW logistics processes, RSOI operations, operational planning, and mission support activities.
- Exceptional communication, relationship-building, organizational, and problem-solving skills.
- Ability to operate independently while coordinating multidisciplinary teams in dynamic operational environments.
- Active TS/SCI security clearance required prior to start.
Preferred Qualifications:
- Prior experience supporting U.S. Special Operations Forces (SOF), USPACOM, or Geographic Combatant Command logistics operations.
- Experience serving as an in-country logistics manager, logistics liaison officer, site lead, or forward-deployed operations coordinator.
- Knowledge of Status of Forces Agreements (SOFA), customs procedures, host nation support, and international logistics operations.
- Experience supporting contingency operations, humanitarian assistance/disaster relief (HA/DR), multinational exercises, or expeditionary missions.
- Familiarity with logistics information systems, asset visibility tools, and transportation management systems.

Pay Range:
