The role requires applying advanced privacy‑by‑design, governance, and compliance strategies to protect personal data, meet breach‑notification requirements, and support department initiatives. Key Responsibilities Define and communicate the department‑wide privacy vision, aligning with the California Information Practices Act, CA‑A Manual 5300, and the NIST Privacy Framework. Draft, maintain, and enforce privacy policies, procedures, and standards; oversee Privacy Impact Assessments (PIAs) and Privacy Threshold Assessments (PTAs) and publish Notice on Collection statements. Partner with Legal, Risk, Contracts, and Disclosure Officers to embed privacy requirements in data sharing agreements, vendor contracts, and procurement processes; prepare and certify breach notification notices per Cal. Civ. Code §§1798.82‑1798.84. Lead a team in integrating privacy controls early in the software development lifecycle using industry best practices. Supervise privacy analysts handling legal holds, subpoenas, and search warrants, ensuring compliance with EDD Electronic Access Standard and acceptable use policies. Advise senior leadership on privacy risk, emerging regulations, and strategic initiatives; deliver executive briefings and quarterly KPI reports. Work with Procurement to embed confidentiality clauses in vendor contracts and monitor third‑party compliance. Coach and develop privacy analysts, associates, and other staff in best practices and regulatory requirements. Research evolving legislation and emerging technologies; recommend enhancements to controls and audit processes. Oversee approximately five privacy analysts (direct supervision) and e‑discovery staff (indirect supervision). Minimum Requirements Valid authorization to work in the U.S. without visa sponsorship. Relevant experience in privacy governance, compliance, and privacy‑by‑design implementation. Strong understanding of state and federal privacy statutes and regulatory requirements. Demonstrated ability to lead cross‑functional teams and influence senior leadership. Excellent communication skills, both written and verbal. Desirable Qualifications Public speaking experience presenting complex privacy concepts to senior leaders and external stakeholders. Proven ability to plan, assign, and evaluate the work of privacy analysts and support staff. Track record of delivering innovative, organization‑wide improvements that reduce privacy risk. Strong budgeting, personnel management, and program analysis skills within a public‑sector setting. Experience in succession planning and workforce development for privacy and security roles. Ability to perform under pressure, manage tight deadlines, and adapt to shifting priorities. Skill in building cooperative relationships with internal and external partners (legal, risk, IT, vendors, regulators). Working Conditions Hybrid work schedule (amount of telework at department discretion).
