Key Responsibilities

Payroll & Compliance

• Prepare and submit certified payroll reports in compliance with Davis-Bacon and applicable prevailing wage requirements.
• Support weekly and biweekly payroll processing, including review of timesheets, hours, pay rates, overtime, and cost allocations.
• Monitor payroll and timekeeping records for accuracy and work with employees and supervisors to resolve discrepancies.
• Maintain required certified payroll and OCIP reporting and compliance documentation.

Accounting Operations

• Record financial transactions and support general ledger activities, journal entries, and month-end close.
• Assist with bank, credit card, and other account reconciliations.
• Process vendor invoices, support payment activities, and perform three-way matching of purchase orders, invoices, and receiving documentation.
• Research and resolve accounting discrepancies in coordination with internal teams and vendors.

Records & Reporting

• Maintain accurate and organized payroll, accounting, and financial records.
• Prepare routine payroll and accounting reports and supporting documentation.
• Support internal and external audits and other accounting or compliance activities as needed.

Required Qualifications 

• Bachelor's degree in Accounting, Finance, Business Administration, or a related field. 
• 1-2 years of accounting, payroll, bookkeeping, or related administrative experience. 
• Experience supporting payroll processing or accounting operations. 
• Proficiency in Microsoft Excel and Microsoft Office Suite. 
• Strong attention to detail, organizational, and time-management skills. 
• Ability to maintain confidential financial and employee information. 
• Fluency in both Mandarin and English (written and verbal). 

 

Preferred Qualifications 

• Experience using ADP TotalSource or other payroll or HRIS systems. 
• Experience supporting certified payroll or prevailing wage reporting. 
• Familiarity with the Davis-Bacon Act (DBA) and certified payroll requirements.
• Experience with PointsNorth or similar certified payroll reporting software. 
• Familiarity with Owner Controlled Insurance Programs (OCIP). 
• Experience in construction, engineering, or project-based accounting.
