Public Health Program Manager II - Business Operations

Job Summary Public Health Program Manager II – oversees financial stewardship of opioid settlement funds and ensures compliance with reporting and audit requirements. Responsibilities Review contractor invoices, expenditure reports, and supporting documentation for accuracy, completeness, allowability, and contract compliance. Reconcile reported expenditures to county financial records and resolve discrepancies with contractors and internal staff. Identify unallowable, unsupported, or misclassified costs and collaborate with contractors to correct them. Track expenditures against approved budgets, monitor spending trends, and support forecasting. Maintain clear, audit‑ready financial files including invoices, approvals, correspondence, reconciliations, and supporting documentation. Compile, validate, and coordinate financial data to support required opioid settlement reporting. Prepare financial schedules, summaries, reconciliations, and internal management reports for program monitoring. Provide technical guidance and customer‑focused support to contractors and internal staff regarding submission requirements and county financial processes. Respond to audit, monitoring, and information requests by producing supporting schedules and documenting resolutions. Research and apply requirements impacting settlement‑funded expenditures and reporting, and recommend process improvements. Collaborate with internal teams and external partners to ensure timely communication, issue resolution, approvals, and payment processing. Develop and improve tools and workflows (templates, checklists, tracking logs, reconciliation routines) to reduce rework and improve turnaround time. Essential Functions Contribute to the design, development, and execution of public health programs and initiatives. Shape program strategies based on needs assessments, research findings, and best practices. Collaborate with senior leadership to align programs with organizational goals. Lead cross‑functional teams to plan and execute programs within budget and schedule. Ensure effective execution of program activities, including resource allocation and staff coordination. Monitor and oversee financial performance, grant compliance, and efficient resource allocation. Secure grant funding to support program sustainability and expansion. Promote a collaborative and inclusive work environment that encourages innovation. Engage partners and community to gather input and gain support for initiatives. Minimum Qualifications Bachelor’s degree in health care administration, public health, public or business administration, or related field. Four years of related experience managing public health programs, clinics, or community‑based initiatives, including two years of supervisory experience. OR three years of experience with Pima County in a public health program manager or related supervisory role. All qualifications must be clearly documented in the application. Preferred Qualifications Bachelor’s degree in accounting, finance, or related quantitative field. Two years of experience preparing, submitting, and maintaining audit‑ready federal, state, or county financial/grant reports. Two years of experience monitoring and reconciling grant or contract accounts and reviewing subcontractor invoices. Proficiency with Microsoft Excel (filters, logical functions, lookup functions, PivotTables). Licensing and Certification Valid Arizona Class D driver license required at time of application and appointment. Driver’s‑record review and other safety requirements apply. Background and Health Requirements Background check and verification of work history, education, and criminal history are required. Proof of immunization and TB screening required post‑offer.
