Position Description : Our Development Project Managers work within the Real Estate Team to promote and develop affordable housing in keeping with Foundation Communities’ mission of creating housing where families succeed. Their primary role is to shepherd our housing projects from initial concepts all the way through occupancy and maintenance, ensuring that each project meets all organizational goals, funding parameters, and tight timelines. Doing so successfully requires an eye for detail without losing track of the big picture. Most importantly, the Development Project Manager interacts, coordinates, and collaborates with a wide spectrum of stakeholders: multiple departments within Foundation Communities, design and engineering professional consultants, lenders and funding sources, legal and insurance representatives, governmental entities, contractors and construction vendors, residents, and more.

An ideal Development Project Manager is a generalist with broad knowledge of the real estate development process while also bringing deeper expertise in one or more particular phase, project type, or other specialty. Thus, they may come from a wide range of related fields and diverse backgrounds. Working within the Foundation Communities Real Estate Team, Project Managers have the support of fellow Project Managers with their experience and specialties, the Director-level positions responsible for different project components, and supporting teammates.

Primary Duties and Responsibilities

• Manage overall logistics and project schedule to meet objectives and deadlines for assigned development projects
• Work with senior department staff to develop initial development budget and pro forma, identifying appropriate and sufficient funding sources and ensuring budget conformance with all anticipated funding regulations; ensure budget remains in balance throughout development process
• Work with senior department staff to prepare applications for tax credits, loans, and grants for assigned project; ensure smooth and timely loan and partnership closings, including review of equity and loan documents, coordination with title and legal, etc.; maintain compliance with all funder requirements
• Manage external partners, including architects, engineers, contractors, attorneys, etc.; maintain productive relationships with public and private funders and stakeholders
• Coordinate and review site due diligence, including utilities, easements, survey, environmental reports, appraisal, funder site requirements
• Negotiate consultant contracts; attend regularly scheduled Owner/Architect/Contractor (OAC) meetings at the job site; process draw requests
• With civil engineer, prepare and shepherd entitlement development applications
• Review architectural drawings with the Director of Construction & Design at key milestones to ensure continuity with FC standards; coordinate design feedback sessions with property and asset management, services, residents, and other stakeholders
• Coordinate green building certification(s)
• Work with Asset Management and Property Management to coordinate initial lease-up, construction close-out, punch walks, and resolving warranty items as needed; resolve inspection deficiencies; complete project reference sheets and electronic files
• Coordinate as needed with other divisions of Foundation Communities, such as Accounting, Property Management, Asset Management, Sustainability, Resident Services, Learning Centers, Health Programs, Grants, and Community Engagement

Minimum Requirements

To be considered, a candidate shall:

• Exemplify a personal commitment to the mission of Foundation Communities and align strongly with Foundation Communities’ ethos, including the promotion of diversity, equity, and inclusion
• Have accumulated a combined three (3) years of relevant education and/or work experience related to real estate finance, design, and/or construction including managing consultants, meeting project deadlines, and balancing complex project criteria
• Possess a high degree of independence, motivation, and accountability
• Perform project management functions at a high level, successfully contending with multiple projects happening at the same time at different stages of development
• Communicate effectively to develop and maintain productive working relationships, consensus building, and working collaboratively across divisions

  • affordable housing programs
  • real estate finance
  • multifamily rehabs
  • design and engineering
  • green building and resiliency
  • construction management
  • local zoning and building codes
  • Affordable housing property management
• Background in non-profit organizations or public service
• Strong graphic communication or technical drawing skills
• Excellent oral and written communication skills
• Strong qualitative and analytical skills, particularly working with spreadsheets
• Development site identification and assessment
• Construction observation, inspections, or quality control
• Logistics coordination and management
• Fixtures, Furnishings, and Equipment (FFE) selection, acquisition, or installation
• Other similar skills not listed here that would benefit the work

Working Conditions

Development Project Managers work primarily in a general office environment interspersed with visits to active construction sites, existing properties, and off-site meetings. A partial hybrid remote schedule (up to two days a week) is possible with prior approval.

Office work is generally sedentary in nature but may require standing and walking for up to 10% of the time. Standard office equipment is available. Site visits require additional standing and walking, often in incomplete buildings, with proper safety equipment provided.

Physical Requirements 

• CONSTANTLY: walking, sitting or standing, grasping/gripping, bending/stooping/squatting, finger dexterity, computer input, coordination of hand, eye, and foot.
• FREQUENTLY: Must be able to visit construction sites and navigate uneven, rocky, dusty unpaved surfaces.
• OCCASSIONALLY: Must be able to reach above the shoulder, lift 5-25 pounds and do push/pull motion. May be required to climb construction ladders up to the 4th floor of a building under construction.
• Employees must have access to reliable transportation including the ability to get to regular, off-site meetings occurring at least several days each week.

Compensation

$75,000-95,000 /annual depending on experience
