Business Analyst Financial Workflows

Job Summary:

The NJDOL Business Analyst for financial workflows is responsible for capturing and synthesizing requirements, performing gap analysis, and defining functional specifications to support a large-scale tax system modernization. This role involves collaborating with stakeholders to understand complex financial business processes, tax regulations, and fiscal reporting requirements, ensuring alignment between business needs and vendor solutions throughout the software development lifecycle. Responsibilities:

• Facilitate stakeholder meetings to gather and prioritize functional requirements.
• Create as-is and to-be business process models and flow diagrams.
• Perform GAP analysis to identify discrepancies between current and desired states.
• Develop and maintain requirements traceability matrix and functional requirement documentation.
• Collaborate with design teams to provide feedback on performance, security, and customer experience.
• Coordinate between state agency project managers and vendors to ensure smooth project execution.
• Create user acceptance testing (UAT) strategies, test scripts, and coordinate validation activities.
• Develop training manuals, reports, and specification documentation as needed.
• Identify and communicate risks and mitigation plans associated with project features and stories.
• Support the full software development lifecycle including requirements gathering, testing, and implementation.

Required Skills & Certifications:

• Minimum 5 years of experience in business analysis and testing.
• Proficiency in developing and documenting business requirements, use cases, and test plans.
• Experience with requirements traceability matrix and user acceptance testing (UAT).
• Knowledge of software development lifecycle (SDLC) and SaaS implementations.
• Ability to create business, logical, and physical data models and process/data maps.
• Experience with As-Is and To-Be business modeling.
• Strong planning, problem-solving, and communication skills for technical and non-technical stakeholders.
• Proficiency with MS Excel, Word, Visio, Teams, and PowerPoint.
• Experience in public sector or government environments preferred.

Preferred Skills & Certifications:

• At least 2 years of experience with COT/SaaS large scale implementations or modernizations.
• Experience with Salesforce application implementations.
• Background in public or private sector tax, finance, audit, or accounting operations.
• Familiarity with complex financial business processes, tax regulations, and fiscal reporting requirements.

Special Considerations:

• Absences longer than two weeks require prior approval and must provide reachable contact information.
• The client reserves the right to dismiss the resource if they do not return to work by the agreed date.

Scheduling:

• Work period from August 31, 2026, to June 30, 2027.
• Interviews conducted both via phone and in person.
• Candidate must be available for a first-round in-person interview.
• Relocation may be required if candidate resides more than one hour from the client site.
