Healthcare Compliance Manager (FQHC/HRSA)

OVERVIEW
The Compliance Manager is responsible for designing, implementing, and monitoring a comprehensive compliance program for the Health Center in alignment with Health Resources and Services Administration requirements and Federally Qualified Health Center (FQHC) regulations. This role ensures organizational adherence to regulatory, legal, and ethical standards, including HRSA Compliance Manual requirements, FTCA risk expectations, and applicable federal, state, and local laws. This position partners closely with executive leadership, clinical operations, HR, and Risk Management to proactively identify compliance risks, implement corrective actions, and maintain audit readiness.KEY RESPONSIBILITIES
Compliance Program Management Develop, implement, and maintain the Health Center’s compliance program in accordance with HRSA and FQHC standards Ensure alignment with the HRSA Health Center Compliance Manual and related program requirements Establish policies, procedures, and internal controls to ensure regulatory compliance Maintain documentation systems to support HRSA operational site visits (OSVs) and audits Regulatory Oversight (FQHC/HRSA) Monitor changes in HRSA regulations, FQHC requirements, and healthcare compliance laws Ensure compliance with: HRSA program requirements FTCA (Federal Tort Claims Act) guidelines HIPAA and patient privacy standards Federal and state healthcare regulations Serve as the primary point of contact for HRSA compliance inquiries and submissions (e.g., EHB system) Audit & Risk Management Lead internal compliance audits and coordinate external audits and HRSA reviews Conduct risk assessments and develop mitigation strategies in collaboration with the Risk Officer Track, report, and resolve compliance issues, including corrective action plans (CAPs) Maintain incident tracking and compliance reporting dashboards Training & Education Develop and deliver compliance training programs for staff and leadership Promote a culture of compliance, ethics, and accountability across the Health Center Ensure completion and tracking of required compliance training Investigations & Reporting Investigate compliance concerns, complaints, and potential violations Partner with HR and Legal on employee-related compliance matters Ensure proper documentation and reporting of findings and resolutions Cross‑Functional Collaboration Clinical leadership on operational compliance HR on policy enforcement and training Finance on grant and funding compliance Executive Office on reporting and governance Prepare compliance reports for leadership and Board committees as neededREQUIRED QUALIFICATIONS
Bachelor’s degree in Healthcare Administration, Public Health, or a related field Minimum of 5–7 years of compliance experience within a healthcare setting Demonstrated experience with FQHC operations and HRSA regulatory requirements strongly preferred In-depth knowledge of the HRSA Compliance Manual and FQHC regulatory standards Working knowledge of FTCA, HIPAA, and federal grant compliance requirements Strong skills in auditing, risk assessment, investigations, and regulatory monitoring Proven ability to interpret complex regulations and implement practical operational solutions Excellent communication, organizational, and leadership skillsPREFERRED QUALIFICATIONS
Master’s degree in a related field Certified in Healthcare Compliance (CHC) or comparable professional certification Experience working within an FQHC, government agency, or healthcare policy environment preferredPHYSICAL DEMANDS & WORKING ENVIRONMENT
Ability to lift and carry materials or office equipment up to 15 pounds on an occasional basis Prolonged periods of sitting, standing, and computer use Occasional local travel may be required for trainings, regulatory meetings, or site visits.CORE COMPETENCIES
