This unit is primarily responsible for business analysis and user requirements gathering; workflow analysis; development of project plans; user interface; system testing; and user training and support. The unit works collaboratively with court case processing managers and staff, information technology managers and staff, and others to plan and implement large-scale Judiciary information technology projects. It also provides ongoing customer support and delivers presentations, when necessary, to various customers located throughout the state. Experience with all stages of the Software Development Lifecycle (SDLC), PEGA and Agile methodology is preferred. Experience or demonstrated exposure to Spec Driven Development (SDD), AI, AI-assisted tools including exposure to using such tools to support business analysis, requirements development, workflow analysis, documentation, prototyping, and testing activities is strongly preferred. Candidates should possess a solid comfort level working with emerging technologies and the ability to translate business needs into clear, testable specifications, user stories, and process flows.REMOTE WORK : The Judiciary currently offers a hybrid work schedule, and this position may qualify for up to 3 days of remote work outside of Judiciary buildings. To participate in this program, in addition to installing a multifactor authentication app on your phone or tablet, you will be required to have high speed home internet access.Example of DutiesPlan, organize, and facilitate requirements-gathering sessions and interviews with end users and stakeholders to define and document business functions, processes, information needs, use cases, decision logic, guardrails, and acceptance criteria for new applications, enhancements, and AI-enabled solutions.Write clear, complete, and testable business and functional specifications for new applications and enhancements using Spec-Driven Development practices, including business requirements documents, user stories, process flows, UI designs, screen-flow diagrams, wireframes, and related documentation.Analyze business procedures, workflows, policies, and standards; recommend process and design changes for existing applications; and identify appropriate technology solutions for the business community.Create and manage project requirements, milestones, schedules, and related reports to track and monitor project progress.Act as a liaison between stakeholders and software development teams and communicate and collaborate with internal and external customers to analyze functional requirements and ensure business needs are accurately translated into technical solutions.Use approved AI and AI-assisted tools, with appropriate human review and validation, to support business analysis activities such as requirements drafting, process modeling, workflow analysis, documentation, prototyping, and test artifact creation; review outputs for accuracy, completeness, privacy, security, and compliance with Judiciary policies, standards, and business needs.Develop and execute automated and manual test scripts across a variety of systems.Design and conduct presentations and training sessions for internal and external customers, including judges, court staff, attorneys, and other governmental entities.Provide end user support.Performs other work as required.QualificationsGraduation from an accredited college or university with a bachelor's degree in a field related to computer science, information technology or the area to which the applicant is applying, such as information systems, human-computer interaction, interactive media, software engineering, computer networking, business analytics, data analytics and/or cybersecurity and one year of professional experience in: analyzing, designing, programming, troubleshooting, resolving technical problems, testing, defining business requirements, training and/or installing computer systems applications OR planning, acquiring, installing and implementing telecommunications facilities and services, wide area networks, or local area networks OR generating and maintaining system software OR business analysis which may include defining and gathering business and functional requirements, analyzing and validating data and/or documenting test plans OR business analytics OR data analytics.Substitution: Applicants who do not possess the required education may substitute additional paraprofessional and/or professional IT technical experience or experience related to the area to which the applicant is applying on a year for year basis with one year of such experience being equal to 30 semester hour credits. A bachelor's degree in any field from an accredited college or university and one year of additional paraprofessional and/or professional IT technical experience or experience related to the area to which the applicant is applying may be substituted for the required education. An associate degree from an accredited college or university, in a field related to computer science, information technology or the area to which the applicant is applying, such as information systems, human-computer interaction, interactive media, software engineering, computer networking, business analytics, data analytics and/or cybersecurity and two years of additional paraprofessional and/or professional IT technical experience or experience related to the area to which the applicant is applying may be substituted for the required education. An associate degree in any field from an accredited college or university and three years of additional paraprofessional and/or professional IT technical experience or experience related to the area to which the applicant is applying may be substituted for the required education. A master's degree from an accredited college or university in a field related to computer science, information technology or the area to which the applicant is applying, such as information systems, human-computer interaction, interactive media, software engineering, computer networking, business analytics, data analytics and/or cybersecurity may be substituted for the required education. Individuals who have successfully completed internships within the Central Office Information Technology Office; ATCSU; Data Analytics, Research and Statistics Office; and/or the Information Security Unit may substitute their experience as interns for the required professional experience with one such year of intern experience being equivalent to six months of professional experience. Education Note: Degrees conferred outside of the United States must be evaluated by a recognized evaluation service.
