Salary Range: $54.58 Per Hour SUMMARY: This position works as a high voltage electrician at the journeyman level and is able to apply proper work methods involved in accomplishing an assigned task. The incumbent works in high voltage electric vaults and substations, and on underground and overhead high voltage primary distribution systems. Organization: This position is organizationally located within the Division of Property Management (DPM) in one or more of the subordinate organizational components responsible for the provision of operations and maintenance of NIH facilities. The position requires the incumbent to be flexible in the types and complexity of work performed. The position requires that the incumbent be able to work independently and take the initiative to complete the work assigned with a minimum of direct supervision regardless of the nature of the work. The Division of Property Management (DPM) serves all of the NIH Community by providing support for renovations, new construction and maintenance of existing facilities, utilities and grounds. MAJOR DUTIES Installs, modifies, tests, repairs, and maintains transformers, converters, regulators, cables, switches, circuit breakers, mechanical and electronic systems, and other circuit elements found in substations. Installs, tests, repairs and maintains generators, transformers, relays, regulators, switches, circuit breakers, recording instruments, control systems and other circuit elements. Works in high voltage (HV) electric vaults and substations, and on underground and overhead high voltage primary distribution systems. Incumbent ensures that necessary materials, technical instructions and tools are available to accomplish the task. This HV electrician obtains required information or decisions from the supervisor on problems that come up during planning or performance of the work. Incumbent knows when to seek supervisor assistance in applying proper procedures, policies, written instructions and other directives in completing an assigned task. Incumbent must have the ability to operate and maintain complex electrical systems ranging from 200 volts to 34,000 volts. Dismantles, repairs and assembles asynchronous and induction motors, motor generators, protective relays, and high voltage circuit breakers. Cleans, adjusts, and repairs electrical equipment such as air circuit breakers and remotely controlled supervisory and telemeter equipment and installs rigid conduits. The high voltage electrician pulls in conductors, assembles bus bars, and phases out and connects conductors. This position troubleshoots distribution circuits and controlling equipment to locate and correct the causes of outages and improper operation. The incumbent makes emergency cut-outs and substitutions of power lines and equipment, sometimes working on distribution systems when they are energized. Incumbent performs a variety of tasks such as repairing electrical auxiliary equipment in the boiler and refrigeration plants: The high voltage electrician performs these duties and other related duties as assigned by the high voltage electrician leader. Skill and Knowledge: Knowledge of electrical principles and system operations such as power factor, transformers, series and parallel circuits, line loading, line losses, and dielectric or conductive properties of material. Knowledge of the National Electrical Safety Code and of types and sizes of wires/cables, conduits, transformers, and other electrical equipment and circuit elements, and the skill to integrate them into electrical systems and equipment to insure proper operation. Ability to install, maintain, and repair commonly used electric power generating and distributing equipment, e.g., true commutators and slip rings, replace and adjust contacts and tripping and time delay intervals of circuit breakers, determine types and sizes of wire, conduit, transformers, etc., and methods of installation and repair. Skill in using test equipment and tools of the trade, e.g., oscillators, phase sticks and rotation meters, digital test equipment, fault-finding equipment, ampmeters, voltmeters, meggers, graphic recorders, and dressing tools. Knowledge of safety procedures of high voltage work, including what equipment to use when working on live circuits. Knowledge of commonly used high voltage electric power-generating and equipment such as generators, transformers, switches, circuit breakers, recording instruments, and control systems. Ability and skill in reading and understanding electrical drawings and circuit diagrams of interconnects such as the generators, buses, switches, and circuit breakers in a power-generating facility or the feeders, substations, transformers, and interconnections of a distribution system. Skill to diagnose and determine corrective action for electric power-controlling equipment such as switchgear, transformer banks, and circuit breakers in substations and power-generating facilities. Skill to plan and carry through the troubleshooting and repair of high voltage generating, controlling, and distribution systems, such as repairing switch gear, installing and hooking up transformers, locating defects in cables, or selecting materials to make installations or repairs. Working knowledge of electronics to troubleshoot and replace circuit boards in the controls of equipment such as electronic reclosers and other similar devices. Responsibility: The incumbent receives work assignments from the Electrician (RV) Supervisor. Tasks are usually assigned by the supervisor in the form of verbal instructions, but they may also be in written form. The incumbent is expected to accomplish the assignment without immediate guidance or instruction. Performs his work using industry acceptable work techniques and informationalresources. Work and effectiveness is checked by his supervisor through observations, inspection, and informal reports. In time of an emergency, the incumbent is normally expected to use judgment and react properly to routine situations that may arise to keep the Central Plant and the high voltage electrical systems in operation. Physical Effort The incumbent frequently performs moderately heavy lifting, pulling, and carrying of equipment and material weighing up to 40 pounds and occasionally, lifts or pulls heavy cables and equipment weighing more than 50 pounds with the help of weight handling equipment or with assistance from other workers. The incumbent crouches, stands, kneels, and stoops while installing, repairing, or testing electrical equipment in confined spaces such as enclosed switch gear, or in structures such as overhead bus and conduit assemblies. The incumbent works above ground from aerial bucket trucks and poles, at ground level, and in trenches, or manholes. Work requires bending, stooping, climbing, and standing for long periods while installing, repairing, and testing electrical equipment in manholes and on overhead distribution lines. Working Conditions The incumbent works indoors and outdoors and is exposed to danger from explosions of equipment and cables in manholes and vaults, as well as danger from high voltage electrical shock, burns from solder, broken bones, cuts, and bruises. The incumbent is exposed to heat and noise when working in substations or power-generating facilities, to extremes of weather when working outdoors, and to unpleasant odors and wet slippery surfaces when working in manholes. The incumbent is subject to electrical burns while working around high voltage electrical lines, broken bones from falls from poles, and strains from awkward work positions. The incumbent uses protective devices such as earplugs, safety hats, and nonconductive gloves and footwear. OTHER: This position is subject to shift assignment or irregular work hours. This position is designated an Emergency Essential Position. The employee must have a valid State driver's license. A physical examination is required for this position. The employee must possesses a Red Badge for entry onto the NIH campus. The employee must have Refrigeration Transition and Recovery Certification within 90 days of hire.
