Definition Under supervision, performs a variety of entry-level professional planning duties, including assisting in the review of land use and development applications; conducting research and analysis; preparing draft staff reports; and providing information to the public regarding planning policies, regulations, and procedures, including at the public counter. Assignments are typically routine to moderately complex and are performed within established guidelines and under direction of higher-level staff. This classification is a for cause, non‑exempt position. Distinguishing Characteristics This is the entry‑level class in the professional Planner series. Incumbents perform a variety of planning assignments while developing knowledge of land use regulations, planning principles, and environmental review requirements. Work is performed under supervision, and assignments are generally routine to moderately complex in scope. Duties typically include data collection, research, basic analysis, and preparation of draft staff reports, as well as providing information to the public regarding planning policies and procedures. Incumbents may assist with field reviews, environmental review, and public meetings as part of assigned projects. This class is distinguished from the Associate Planner in that the latter performs work with greater independence, manages projects, and is responsible for more complex assignments requiring the application of independent judgment. Incumbents in this class are expected to develop the skills necessary to advance to the Associate Planner level. Reports To Deputy Director of Planning. Classifications Supervised This is not a supervisory class. Essential Functions Provides information to the public on various County land use regulations, permits, and applications; Accepts and reviews application and plan submittals for completeness and compliance with Siskiyou County ordinances and regulations; Refers plans to building inspectors, environmental health specialists, planners, code compliance personnel, public works, special districts and plan checking personnel as needed; Coordinates applicable inquiries with code compliance staff; Gathers and evaluates data and information for planning studies and long-range planning policy development; Assists with or coordinates preparation of project reports; Conducts research and performs data analysis and project evaluations; Assists with processing applications for planning permits (e.g., use permits, variances, specific plans, etc.); May conduct inspections of sites to ensure compliance with General Plan and zoning codes; Assists with and participates in the preparation of environmental studies; Assists with and prepares public presentations; Participates in the environmental review of proposed projects; Assists with the implementation of general plan and specific planning requirements; Assists with the revision of planning ordinances; Interprets use permits, ordinances, policies, and regulations under supervision; Assists with review of site development plans and may assist in the preparation and presentation of staff reports for the Planning Commission; Prepares or assists with the preparation of maps and graphs; Answers public inquiries regarding planning issues, permit procedures, and zoning; Provides staff support to the Local Transportation Commission, LAFCO, regional planning advisory committees, and other state mandated and local commissions; Responds to inquiries and complaints related to planning regulations; Develops and/or maintains departmental web page; Maintains necessary records according to department policy; Performs general office duties including staffing the customer service counter; Maintains confidentiality; Other duties as assigned. Knowledge of Principles, practices, and terminology of land use planning; Basic methods of research, data collection, and report preparation; Applicable federal, state, and local laws, regulations, and ordinances related to land use and development; Environmental review processes and impacts of changes in land use, including California Environmental Quality Act; Basic building, zoning, and related codes and ordinances enforceable by the County; Basic housing construction methods, terminology, and plan reading; Functions and responsibilities of a public planning agency; Computer applications related to planning, mapping, and data management (GIS preferred); Record keeping and file management practices; Desired Skills Read, understand and apply ordinances and regulations; Conduct research, compile data, and perform basic analysis related to planning projects; Assist in the preparation of planning studies, environmental review documents, and staff reports; Review application materials for general completeness and consistency with applicable requirements; Interpret and explain planning policies, procedures, and requirements to the public; Communicate effectively both orally and in writing; Prepare clear and concise written materials; Work effectively with the public and other agencies in a courteous and professional manner; Establish and maintain cooperative working relationships; Organize work, manage multiple tasks, and meet deadlines; Use computers and related technology effectively; Maintain attention to detail while supporting broader project tasks; Adapt to a changing work environment; Maintain confidentiality. Training and Experience Any combination of training or experience that would provide the knowledge and skills to successfully perform the listed duties is qualifying. A typical way, but not required, to obtain the required knowledge and skills would be: A Bachelor’s degree from an accredited college or university in planning, geography, environmental studies, or a closely related field; or Four (4) years of progressively responsible experience in land use planning, environmental analysis, community development, or a closely related field, including duties such as research, data analysis, preparation of staff reports, or evaluation of land use policies; Special Requirements Possession of a valid and appropriate driver's license. Typical Physical Requirements Sit for extended periods; frequently stand and walk; normal manual dexterity and eye-hand coordination; lift and move objects weighing up to 25 lbs.; corrected hearing and vision to normal range; verbal communication; use of office equipment, including computer, telephone, calculator, copiers, and FAX.
