Proposal Specialist IV

Overview Senior Bid/Proposals and Marketing professional to join the Federal Marketing team. The role supports proposal management for DoD and Civilian Agencies, with responsibilities across Environment sectors primarily in the USA. A successful candidate demonstrates leadership, collaboration, strong communication, problem-solving, organizational skills, transparency, and a strategic mindset focused on continuous improvement. Job Responsibilities Lead large, complex, priority must-win pursuits from capture through interview stages, potentially across multiple disciplines/geographies. Facilitate workshops to support the capture manager in developing win strategy. Analyze debriefs and apply lessons learned to strategy improvements. Create detailed outlines, write first-draft content, maintain compliance lists, and develop capture and proposal schedules with flexibility for changing requirements. Lead writing of proposal sections (cover letters, executive summaries, past performance, management approaches, resumes/staffing) and provide guidance to authors of technical sections. Participate in Go/No-Go decisions, capture strategies, greenlight analyses, and ensure adherence to delegation of authority and planning activities. Facilitate color reviews, apply lessons learned, and serve as reviewer on color reviews for priority pursuits as needed. Ensure quality and compliance of all deliverables; support debriefs and client feedback initiatives for continuous improvement. Manage proposal and project filing on secure servers and CRM; maintain familiarity with recent submittals, top IDIQs, and key managers. Contribute to strategic planning, including evaluating marketing intelligence and developing win strategies to align with strategic pursuits. Potentially contribute to internal training on core processes, tools, practices, or other topics; may lead special projects involving BL staff as directed. Qualifications Minimum Requirements Bachelor's degree + 6 years of experience in a marketing team supporting proposal activity, or demonstrated equivalency of experience and/or education. Strong knowledge of proposal best practices, procedures, work processes, and Federal proposal management of RFQ/P responses. Proficiency in InDesign, Microsoft Word, Excel, PowerPoint, and Adobe Acrobat. Solid understanding of effective proposal and presentation writing and production; strong writing/editing skills with attention to detail and quality. Ability to produce accurate, compliant, and compelling work independently and with others; demonstrated leadership. Proven organizational and administrative skills with ability to manage multiple projects, guide deliverables, and meet deadlines. Initiative and commitment to manage multiple tasks and bring projects to completion. Preferred Qualifications Bachelor’s in Journalism, English, Communications, Marketing, or related field. Interest in the A/E industry; knowledge of AECOM projects, people, credentials, and competitors is a plus. Experience with collaborative tools (e.g., Microsoft Teams, SharePoint). Experience with SAM.gov, GovWin, FedConnect, and Salesforce preferred but not required. Offered compensation will be based on location and qualifications; the expected range is $105,000.00 - $130,000.00 per year.
