Job Summary Under general supervision of the City Assessor or designee performs responsible technical work relative to the assessment process and performs field and clerical work associated with the analysis of property data. Duties & Responsibilities Conducts appraisal of real and tangible property as required. Performs on-site visits to places of business within the City to ascertain legal ownership of personal property including, but not limited to, merchandise, machinery, and equipment, whether in storage or on the premises; obtains list of same for valuation purposes. Classifies new and existing buildings relative type and occupancy. Measures and makes technical computations relative to replacement values, appreciation, depreciation, obsolescence, and capitalized values. Prepares sketches and collects pertinent data and records relative to the valuation of improvements. Participates in all phases of the reevaluation and appeals process. Delineates and designs the preparation of simple and complex graphics and maps through GIS fro appraisal purposes. Assists in the collection and development of data for GIS layers and mapping content. Performs other related duties as assigned. Minimum Qualifications High school graduate or equivalent supplemented by additional courses in the valuation of real and personal property, experience in building construction, real estate, or any equivalent combination of education and experience. Successful completion of the seven (7) appraisal courses as recommended by the Rhode Island Realtor Association within twenty-four (24) months of appointment. Must have knowledge of the geography of the City of Providence. Working knowledge of structural engineering or architecture as it pertains to cost estimating. Working knowledge of all controlling assessment laws relative to the valuation of property; ability to examine and classify real or personal property and estimate value of same. Knowledge and experience in Graphic Information System (GIS) mapping analysis and knowledge of the principles and practices of drafting and rendering. Ability to work independently, efficiently, and keep accurate and neat records. Ability to understand and carry out complex oral and written instructions.
