FINANCIAL MANAGEMENT ANALYST

Summary THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a FINANCIAL MANAGEMENT ANALYST, Position Description Number T5127P01 and is part of the UNITED STATES PROPERTY AND FISCAL OFFICE, National Guard. This vacancy does not meet the criteria for appointment of annuitants. Responsibilities As a FINANCIAL MANAGEMENT ANALYST (GS-0501-09), you will serve as the subject matter expert for day-to-day processing across the various systems utilized within the section and to serve as liaison with adjacent departments as needed. Professional pay services include the examination, analysis, presentation, and interpretation of pay entitlements to Soldiers, Civilians, and Vendors. This position requires continuing independent review of effected pay accounts, and work reconciliations, corrections, and resolution of the most diverse, complex pay conditions of accounts. Requirements Conditions of Employment Qualifications GENERAL EXPERIENCE: Skill in collecting and analyzing data effectively, efficiently, and accurately; skill in applying procedures and directives by reading and interpreting program material; skill in presenting formal training presentations and briefings; ability to prepare reports and presentation formats. SPECIALIZED EXPERIENCE: Must have one year equivalent to at least next lower grade level. Working independently to conduct comprehensive examinations/reviews of pay accounts for Soldiers, Civilians and Vendors. Examining, analyzing, and interpreting finance and accounting data, records, and/or reports to determine conformance to federal appropriation law. Determining eligibility of pay entitlements using current and superseded rules and regulations governing each type of pay. Evaluating facts presented to ensure validity, accuracy, and completeness of claims for customers. Determining eligibility of pay entitlements using current and superseded rules and regulations governing each type of pay. Based on the analysis of pay accounts prepare necessary documentation to pay or collect entitlements and adjust effected taxes. Examining records, original orders, and all substantiating documentation to determine whether pay entitlements and/or tax refunds exist and if credit and/or payment of pay a and allowances are in accordance with prescribed administrative regulations and procedures. Ensuring work is processed in accordance with established guidelines, regulations, policies, and procedures. If using only education to qualify for the GS-09 position, must have master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree. OR LL.B. OR J.D., in a related field. OR Combining Education and Experience: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a four year degree in a related field to the position. Minimum Educational Requirement: Completed undergraduate or graduate education, the awarded college degree should be in one of, or a combination of the following disciplines: accounting, business, finance, economics, math, statistics, industrial management, marketing, quantitative methods, or organizational management. Graduate Education: Education at the graduate level in an accredited college or university You must provide Official Transcripts as documentation to support your educational claims. To receive credit for Education, you must provide documentation of proof that you meet the Education requirements for this position. Additional Information If you are a male applicant who was born after 12/31/1959 and are required to register under the Military Selective Service Act, the Defense Authorization Act of 1986 requires that you be registered or you are not eligible for appointment in this agency (Register | Selective Service System : Selective Service System (sss.gov)). ADDITIONAL CONDITIONS OF EMPLOYMENT: This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. Head of Agency requests to exceed 14 days in a calendar year must be approved in advance by the National Guard, Director of Manpower and Personnel NGB-J1.
