Management Analyst IIThe Management Analyst II reports directly to the Management Analyst III and is responsible for ensuring the day to day administrative needs of assigned units within the Area are met. The incumbent assists the Area managers to achieve their business needs in consideration of available resources. They analyze the reasonableness of costs, availability of funds, and compliance with regulatory standards. They will develop reports using the MOSIAC report system, Mental Health information systems (MHIS), Commbuys, Human Resources Compensation Management System (HRCMS), Management Reporting System (MRS) and Operational Services Division (OSD) system. They will also disseminate this information in the form of financial or narrative reports, manuals, charts, graphs, tables, etc. to identify problems and make recommendations to resolve issues.Duties and Responsibilities (these are a general summary and not all inclusive): Communicates Area financial needs for spending plan and ongoing expenditure projections. Provides technical assistance to Facility staff as needed for the purchase of business-related commodities and services. Monitors the spending in the Area training trust account as assigned. Ensure that correct and timely information is provided to Management & Budget Units to procure and make payments for Area goods and services. Monitor/tracks and reports to the Management Analyst III on the Area's "unobligated" lower sub funding routinely throughout the year. As needed, provides advice and support in the RFR process. As appropriate, identifies appropriate vendors/contractors to receive RFR's. Participates in planning for the procurement, funding, and management of assigned projects. Provides on-going updates and reports to MA III. Communicates monthly, quarterly and annual financial analysis and status reports to MA III. Assists in the development of plans and designs for proper space utilization and related staffing, as well as preparing equipment specifications for procurement. Participates in the planning and implementation of physical moves of Area departments, offices and other organizational units when necessary. Back up to MA III for the DynaCash and other banking needs for the Area Assist with Area inventory management and control including state vehicles.Required Qualifications: Knowledge of principles and practices of management science including problem-solving and decision-making. Demonstrated knowledge of the principles and practices of organizational behavior including organizational structure. Experience with work simplification methods and methods of general report writing. Ability to understand, explain and apply the laws, rules, regulations, policies, procedures, specifications, standards, and guidelines governing assigned activities. Capacity to analyze and determine the applicability of data to draw conclusions and make appropriate recommendations. Excellent communication skills.
