Senior Human Resources Analyst

Position Highlights Under general direction, this position performs the most advanced, complex, and varied analytical, professional, and confidential work required to administer human resources programs. Responsibilities include recruitment and selection, job analysis and classification, compensation, training and development, employee and labor relations, equal employment opportunity, and other special human resources programs; research and analysis; consulting services to district departments; technical direction; and related duties as assigned. Essential Duties Plan, direct, oversee, lead, and assume responsibility for the most complex and technical analytical functions within the District’s Human Resources Department. Develop and standardize procedures to improve and continuously monitor the efficiency and effectiveness of assigned programs. Develop, implement, and administer classification and compensation strategies; conduct job analysis studies; develop classification concepts; conduct compensation studies and recommend salaries based on market comparators. Perform recruitment and selection duties for full‑time faculty, management, educational administrators, confidential and classified employees. Act as liaison to benefits consultants, third‑party administrators, and specialized service providers; coordinate administration of employee and retiree benefit programs. Provide expertise and support in employee and labor relations activities; advise on human resources policies, procedures, agreements, and performance evaluations. Facilitate grievance processes, attend hearings, draft responses, and represent management at arbitration hearings. Serve as an active member of the District’s bargaining team in labor contract negotiations. Coordinate the District’s ADA program and provide guidance to staff; oversee the interactive process for employees with restrictions. Coordinate workers’ compensation transactions with TPAs and internal staff, and prepare related reports. Conduct or participate in special projects, investigations, task forces, and committees. Process confidential information such as performance evaluations, salary analyses, and reclassifications. Attend to office administrative details and serve on task forces and committees. Prepare and lead trainings, including district‑wide trainings. Provide functional guidance and training to less experienced staff; serve as a lead where assigned. Observe and comply with District and mandated safety rules, regulations, and protocols. Perform other duties as assigned. Qualifications Education Equivalent to a bachelor's degree from an accredited college or university with major coursework in human resources, public administration, business administration, or a related field. Experience Two (2) years of increasingly responsible experience performing duties equivalent to the District’s class of Human Resources Analyst. Licenses and Certifications Possession of a valid California Driver’s License with a satisfactory driving record and a properly registered and insured vehicle. Desired/Preferred Qualifications Advanced knowledge of leadership principles, functional direction, and training. Proficiency in recruitment and selection, classification, compensation, Title IX, benefits, workers’ compensation, leave management, ADA, and labor and employee relations. Understanding of applicable federal, state, and local laws, including the State Education Code. Experience conducting research, sourcing candidates, and evaluating reasonable accommodations. Strong report development, customer service, and communication skills. Ability to manage multiple priorities, meet deadlines, and maintain confidentiality. Physical Demands Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; operate a motor vehicle and visit various district sites; use vision to read printed materials and a computer screen; and maintain hearing and speech to communicate in person and over the telephone. The position is primarily sedentary but may require standing and walking between work areas. Finger dexterity is necessary for data entry.
