This position will be located on-site daily in San Diego, CA or Palmdale, CA.Note: Due to the classified nature of the work being performed, this position does not offer any virtual or telecommute working options.Responsibilities may include, but are not limited to:Establishment of Work Breakdown Structure for execution of budgeted cost of work scheduledAssessment and maintenance of objective performance criteriaMaintenance and justifications of estimates to completeSupport to internal and external reporting requirements for variance analysisBudget baselineFunding analysisCost risk analysis/assessment and visibility reportsPreparation of government cost performance reports and preparationReview of performance measurement variance analysisDevelopment and analysis of estimates to completeThis Program Cost Control Analyst position will also participate in the standard EVMS rhythm.The analyst will be responsible for preparing month-end reportsReviewing EAC' changes; validating the incorporation of changes into the EVMS system in order to maintain Major Subcontract/GP cost and schedule baselinesAssist analysts' supporting CAMs for EVMS activities including: WBS alignment, time phasing of the tasks, developing and documenting earned value methodologies, monthly performance measurement, estimate to complete analysis and updates, and variance analysis research and reportingSupport monthly cost and schedule reviews, identify pressures and opportunities, and develop recovery plans as requiredBasic Qualifications for Principal Program Cost and Schedule Control Analyst:Bachelor's degree with 5 years experience in Business Administration, Finance, Accounting or industry related field OR Master's degree with 3 years experience in Business Management, finance, accounting, or related field.Must have an active U.S. Government Secret Clearance or higher (with a background investigation completed within the last 6 years or currently enrolled into Continuous Evaluation).Must have the ability to obtain and maintain Program Access within a reasonable period, as determined by the company to meet its business needs.Must have experience with Business systems (such as SAP, Cobra, etc.)Must have financial forecasting experience with EVMS and government cost reporting.Basic Qualifications for Sr. Principal Program Cost and Schedule Control Analyst:Bachelor's degree with 8 years experience in Business Administration, Finance, Accounting or industry related field OR Master's degree with 6 years experience in Business Management, finance, accounting, or related field.Must have an active U.S. Government Secret Clearance or higher (with a background investigation completed within the last 6 years or currently enrolled into Continuous Evaluation).Must have the ability to obtain and maintain Program Access within a reasonable period, as determined by the company to meet its business needs.Must have experience with Business systems (such as SAP, Cobra, etc.)Must have financial forecasting experience with EVMS and government cost reporting.Preferred Qualifications:Experience with the AOP (annual operating plan) and LRSP (long range strategic plan) processesUnderstanding of US Government procurement and contracting, Cost Accounting Standards, and FARCandidate has the ability to identify issues and problems across multiple contracts and make recommendations to management for resolution of mitigationWe offer flexible work arrangements, phenomenal learning opportunities, exposure to a wide variety of projects and customers, and a very friendly team environment. We also offer exceptional benefits/healthcare, a 9/80 schedule, and a great 401K matching program.Primary Level Salary Range: $94,200.00 - $141,200.00Secondary Level Salary Range: $117,500.00 - $176,300.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
