Description of Work The Staff Development Specialist serves as a key member of the Division of Human Resources, responsible for providing support in designing, delivering learning and development programs that strengthen workforce capabilities and support organizational goals. Working collaboratively with the Performance Management Administrator, this role shares responsibility for initiatives that integrate staff development with performance management strategies. The Specialist develops and facilitates training in classroom and virtual environments, focusing on leadership, communication, change management, HR policy, and other essential competencies. Additionally, the position contributes to performance management processes by aligning training programs with system requirements, supporting policy interpretation, and ensuring consistency in leadership development across DHHS. This role also provides technical support for e-learning platforms, overseas LMS functionality, and partners on statewide projects to advance organizational effectiveness. Occasional in-state travel to deliver training and provide support at DHHS locations. Key Responsibilities: – Support the research, design, delivery, and evaluation of HR training programs, ensuring alignment with organizational goals and employee development needs. – Coordinate and deliver training logistics, including organizing events, preparing materials, and supporting assessments of training effectiveness. – Provide customer‑focused guidance to employees seeking assistance with performance management and training resources. – Administer and maintain the Learning Management System (LMS) and Performance Management/NCVIP platforms by creating and organizing learning content, managing enrollments, maintaining user accounts and permissions, updating goals and tasks, and generating reports. – Troubleshoot LMS and performance management system issues, resolve user questions, and collaborate with IT and internal teams to improve system functionality. – Support staff in daily training, development, and performance management operations to ensure systems function smoothly for all users. – Manage and update digital communication platforms, including SharePoint sites, Microsoft Teams channels, and other internal tools used for training and performance management. – Use ServiceNow as the primary ticketing system to respond to training and performance‑related inquiries, troubleshoot issues, and ensure timely resolution. – Gather user feedback and participate in continuous improvement efforts to refine LMS and performance management processes and enhance overall user experience. – Collaborate with teammates to improve workflows, strengthen customer service, and support evolving Training & Development and Performance Management initiatives, along with performing other duties as assigned.

Knowledge Skills and Abilities/Management Preferences Salary Grade Range: $47,703.00 - $83,479.00

Demonstrated technical proficiency providing troubleshooting and general support for training platforms and digital tools, including e‑learning technologies used for virtual training delivery. Intermediate‑to‑advanced proficiency using Microsoft Word, PowerPoint, Excel, Cornerstone LMS, Adobe Connect, Adobe Presenter, Articulate 360, SharePoint, Smartsheet, and Microsoft Teams to support training, development, and performance operations. This Position Is A Hybrid Work Option; Requiring 2 Days Onsite In Raleigh The Position Is Time-Limited Physical Requirements: Extended periods of sitting and computer use. Occasional lifting of materials or equipment up to 20 pounds. Frequent use of computers, performance management systems, and other HR-related platforms. Regular interaction with employees, managers, internal and external stakeholders via email, phone, and virtual meetings.
