The primary purpose of this position is to serve as a facility engineering program manager for facility design, construction projects and programs for the organizations. To provide policy, management and technical support relating to facility delivery, provide quality facilities on time and within budget to support the Unit mission and people at all locations. Responsibilities Implements and administers overall design and construction programs for AFRC and its various field units throughout the United States and territories. Maintains technical surveillance over command design and construction; administers overall policies and planning aspects of AFRC design and construction programs to meet needs of specific facility projects. Visits construction sites to observe projects under construction to ensure that the work is being accomplished satisfactorily in conformance with technical requirements of plans and specifications. Represents the command at conferences and meetings with AFCEC, US Army Corps of Engineers, Navy Facility Engineering Command, Architect ­Engineers, and construction contractors (and others as needed) for the purpose of developing the project to ensure that the facility will be functionally sufficient. Provides project status updates. Provides technical expertise to activities, staff, installations, and other organizations to resolve difficult/unusual facilities planning, design, construction, and/or maintenance problems/issues. Communicates critical issues to staff agencies, installations and superiors. Develops and presents briefing packages and a variety of related reports. Updates and maintains weekly activity reports. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes mastery of advanced multidisciplinary engineering concepts, principles, practices, standards, methods, techniques, materials, and equipment sufficient to apply experimental theories, principles, and concepts to project development, execution, and advisory services. -- Extensive knowledge of advanced engineering concepts, principles, practices, methods, and techniques to provide expert judgment concerning programs/operations; resolve unique or novel problems, conditions, or issues; and significantly alter standard practices, processes, and known techniques. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Professional knowledge of a wide range of engineering or architectural theories, concepts, principles, practices, techniques and methods to apply advanced concepts and principles to building design, construction processes, and project management 2. Thorough knowledge of design/construction standards, methods, practices, techniques, materials, and contracting procedures relevant to executing assigned contracts/projects. 3. Knowledge of current U.S. laws and regulations, as they pertain to Facility Engineering. 4. Knowledge of standard programming, budget, and funding processes. 5. Ability to forecast, develop, and evaluate resource requirements pertaining to assigned project(s), and develop concise written technical information appropriate for any specific audience. 6. Ability to communicate effectively, both orally and in writing, with senior officials from a broad array of activities, including federal and local government and industry. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
