Job Description:\n\n \n \n Job Title\n Regional Manager\n Location\n Ludowici, GA and Dublin, GA\n Department\n Operations\n Status\n Exempt/Salaried\n Reports to\n Vice President of Operations\n \n Summary:\n The Regional Manager is responsible for the overall operational, financial, and strategic leadership of assigned EMS divisions, specifically Ludowici, Georgia, and Dublin, Georgia. This position provides senior-level oversight of emergency and non-emergency ambulance operations while ensuring exceptional patient care, operational readiness, regulatory compliance, employee engagement, customer satisfaction, and fiscal responsibility.\n Serving as the senior operational leader for the assigned region, the Regional Manager directs daily operations across multiple station locations, develops leadership teams, manages organizational resources, and implements Company initiatives to achieve strategic objectives and operational excellence. This position is accountable for maintaining consistent operational standards, ensuring employee and leadership accountability, identifying opportunities for improvement, and providing timely, accurate reporting to the Vice President of Operations.\n Essential Functions:\n The essential functions listed below are representative of the knowledge, skills, and abilities required to successfully perform this position. Executive leadership reserves the right to modify this job description at any time to meet business needs.\n Strategic Leadership:\n \n Provide senior operational leadership and oversight for all assigned EMS divisions and station locations.\n Execute strategic initiatives and organizational priorities established by executive leadership.\n Develop regional and divisional performance goals aligned with Company objectives.\n Evaluate operational performance, identify deficiencies, and recommend improvements based on data, performance trends, and industry best practices.\n Support organizational growth initiatives, new contracts, service expansions, and operational transitions.\n Establish clear performance expectations and maintain accountability among subordinate managers, supervisors, and employees.\n \n Operations Management:\n \n Direct and oversee daily emergency and non-emergency ambulance operations across all assigned station locations.\n Ensure compliance with contractual response times, service requirements, and operational performance standards.\n Monitor key performance indicators (KPIs), including response times, unit availability, staffing efficiency, unit hour utilization, and service quality.\n Optimize deployment, staffing, scheduling, and resource allocation to meet operational and contractual requirements.\n Conduct and document routine station inspections to evaluate facility conditions, cleanliness, safety, equipment availability, inventory, personnel readiness, and compliance with Company standards.\n Ensure identified deficiencies are promptly documented, communicated, corrected, and verified through appropriate follow-up.\n Maintain operational readiness of ambulances, medical equipment, facilities, supplies, and personnel.\n Oversee fleet readiness, preventive maintenance schedules, vehicle inspections, required medical equipment inspections, and timely resolution of reported mechanical or equipment deficiencies.\n Ensure ambulances are properly equipped, maintained, and available for service in accordance with applicable regulations, contractual requirements, and Company policies.\n Maintain appropriate oversight of medical supply inventory, controlled substance accountability, and protection of Company assets.\n Coordinate operational responses to disasters, mass casualty incidents, severe weather events, and other emergencies.\n Immediately escalate significant operational disruptions, critical equipment deficiencies, safety concerns, and contractual compliance issues to the Vice President of Operations.\n \n Financial Management:\n \n Develop, manage, and monitor regional and divisional operating budgets while maintaining accountability for labor, fleet, fuel, supplies, purchasing, and other operational expenses.\n Evaluate financial performance and identify opportunities to improve operational efficiency and cost management.\n Forecast staffing needs and analyze operational, financial, and workforce trends to support strategic decision-making.\n Review payroll discrepancies, timekeeping irregularities, overtime utilization, and staffing expenses to ensure accuracy and appropriate cost controls.\n Ensure payroll records are reviewed, corrected, and approved within established Company deadlines.\n Provide financial and operational performance analyses, including recommendations for corrective actions and process improvements.\n \n Leadership & Human Resources:\n \n Recruit, hire, onboard, mentor, and develop a high-performing workforce in accordance with established Company procedures and required Human Resources approvals.\n Provide leadership, direction, coaching, and professional development to subordinate managers, supervisors, and employees.\n Establish and enforce clear expectations for employee performance, professionalism, attendance, productivity, and adherence to Company policies.\n Maintain active oversight of employee attendance records, occurrence points, tardiness, absenteeism, call-outs, and other attendance-related irregularities.\n Ensure attendance violations are reviewed promptly, accurately documented, and addressed through the appropriate counseling or corrective action process in accordance with the Employee Handbook.\n Monitor subordinate leadership's compliance with attendance monitoring, documentation, counseling, and reporting requirements.\n Ensure employee performance evaluations, coaching, corrective actions, and disciplinary recommendations are completed accurately and within established deadlines.\n Coordinate with Human Resources regarding employee relations matters, workplace investigations, leave administration, performance concerns, and policy interpretation.\n Ensure all hiring decisions, corrective actions, disciplinary measures, and employment separations follow established Company procedures and receive required Human Resources review and approval before implementation.\n Monitor employee certifications, licensure, required training, continuing education, and other compliance requirements.\n Support workforce development, leadership succession planning, and employee retention initiatives.\n \n Compliance & Quality:\n \n Lead quality improvement initiatives, operational audits, compliance reviews, and accreditation activities.\n Ensure regional compliance with applicable federal, state, and local laws, regulations, contractual obligations, and Company policies.\n Monitor electronic patient care reporting (ePCR) documentation quality, completeness, and timeliness while supporting billing accuracy and compliance.\n Investigate and respond to patient complaints, service concerns, and operational incidents in coordination with appropriate departments.\n Ensure adherence to applicable HIPAA, OSHA, CMS, DEA, and EMS regulatory requirements.\n Identify compliance deficiencies and implement corrective action plans with documented follow-up.\n \n Safety & Risk Management:\n \n Promote and maintain a culture of safety, accountability, and risk prevention throughout the assigned region.\n Ensure timely reporting, investigation, and documentation of workplace injuries, vehicle accidents, safety incidents, and near misses.\n Coordinate with Risk Management and other appropriate departments regarding Workers' Compensation cases, workplace restrictions, and applicable return-to-work procedures.\n Conduct regular safety meetings and reinforce compliance with established safety procedures.\n Ensure compliance with infection prevention, exposure control, and personal protective equipment (PPE) requirements.\n Identify operational risks and implement corrective and preventive measures.\n Monitor station and fleet inspection findings to ensure safety deficiencies are resolved promptly and appropriately escalated when necessary.\n \n Customer Relations & Business Development:\n \n Establish and maintain positive working relationships with hospitals, municipalities, healthcare facilities, fire departments, and community stakeholders.\n Address and resolve customer concerns professionally and promptly.\n Support contract implementation, renewals, and ongoing service performance.\n Identify opportunities for operational expansion, service improvement, and strategic partnerships.\n Represent Excelsior Ambulance Service, Inc. professionally within the communities served.\n \n General Support & Administrative:\n \n Foster a professional, collaborative, accountable, and high-performing work environment.\n Resolve complex operational, personnel, customer service, and resource allocation matters.\n Collaborate with executive leadership, department directors, managers, supervisors, and field personnel to accomplish organizational priorities.\n Maintain consistent communication with the Vice President of Operations regarding regional performance, staffing, fleet readiness, employee relations, safety, and operational concerns.\n Prepare and submit accurate, timely operational reports, station inspection findings, staffing analyses, performance metrics, and other requested documentation.\n Immediately notify the Vice President of Operations of significant operational incidents, regulatory concerns, employee misconduct allegations, critical staffing shortages, or circumstances that may adversely affect patient care, employee safety, or contractual obligations.\n Provide regular regional performance updates, identify emerging operational risks, and recommend corrective actions to executive leadership.\n Ensure timely completion of payroll reviews, attendance audits, operational inspections, compliance documentation, and other administrative responsibilities.\n Attend leadership meetings and communicate Company initiatives, operational directives, and policy updates to assigned personnel.\n Complete assigned projects, strategic initiatives, and executive requests within established deadlines.\n Maintain accountability for follow-through on assigned action items and ensure identified deficiencies are resolved and appropriately reported.\n \n Minimum Qualifications:\n \n Minimum three (3) years of progressively responsible supervisory or management experience.\n Active EMT-Intermediate or Advanced EMT certification or licensure, as applicable, is required.\n Associate's degree in EMS, Healthcare Administration, Business Administration, Public Administration, or a related field; equivalent combinations of education and relevant management experience may be considered.\n Strong knowledge of EMS operations, strategic planning, staffing, scheduling, budgeting, regulatory compliance, and resource management.\n Demonstrate success leading high-performing teams while improving operational performance, service quality, employee engagement, customer satisfaction, and financial results.\n Demonstrate executive leadership, strategic planning, financial management, organizational development, and decision-making skills.\n Thorough knowledge of applicable federal, state, and local laws, regulations, company policies, and operational procedures.\n Proficient in Microsoft Office Suite, including advanced Excel, Microsoft Teams, and other business software applications.\n Ability to effectively collaborate with executive leadership, department directors, managers, supervisors, employees, customers, and community stakeholders.\n Ability to manage multiple priorities and perform effectively in a fast-paced, high-pressure environment.\n Valid driver's license meeting company MVR standards.\n Ability to successfully meet company drug screening requirements.\n \n Preferred Qualifications: \n \n Minimum five (5) years of progressive EMS experience.\n Active Paramedic certification or licensure, as applicable, is strongly preferred.\n Bachelor's degree in EMS, Healthcare Administration, Business Administration, Public Administration, or a related field. Equivalent relevant experience may be considered in lieu of a degree.\n Experience with strategic planning, budgeting, operational performance management, and regulatory compliance within an EMS environment.\n Proficiency with business intelligence and analytics tools, such as Power BI, SQL-based reporting, or similar platforms.\n Experience with electronic patient care reporting (ePCR) systems, computer-aided dispatch (CAD) systems, and other EMS operational technologies.\n Knowledge of fleet maintenance, risk management, and loss prevention principles.\n Advanced knowledge of EMS administration, financial management, and applicable federal, state, and local laws, regulations, standards, and industry best practices.\n \n Work Environment:\n This is a full-time, exempt management position with a minimum expected forty (40) hour workweek. The Regional Manager is responsible for overseeing multiple station locations, requiring regular on-site presence and travel throughout the assigned region, including Ludowici and Dublin, Georgia.\n The position requires active engagement with station personnel, routine facility and fleet inspections, and direct operational oversight to ensure consistent compliance with Company standards.\n Additional travel for meetings, training, continuing education, Company conferences, and other business purposes may be required.
