The person selected may telework up to the maximum extent possible, up to and including full time, until it is determined by state and Federal officials that employees are allowed to report to the workplace where this position is located, on a regular basis.ResponsibilitiesThis position serves as a change management advisor in the Aircraft Certification Service (AIR), Change Management Program. This program focuses on managing and implementing change for the top Aircraft Certification Service national initiatives by cultivating, prioritizing, and implementing impactful strategic changes throughout Aircraft Certification Service on a ongoing basis. The program tackles its toughest strategic problems and proactively works with stakeholders to get ahead of issues while training stakeholders and spreading a culture of change management. The incumbent is a recognized subject matter expert and provides leadership for highly complex and challenging activities under the minimal direction of a manager or executive. May act as a principal specialist to develop new and innovative approaches, methodologies, and/or techniques or as a team leader to define and direct challenging projects/programs/activities.Applies experience and expert knowledge that are applicable to his or her discipline to conduct functional activities for projects/programs that often cross organizational boundaries and impact on the accomplishment of strategic objectives.This position supports the program mission by serving as a senior management advisor for change management best practices, leading specific change management initiatives relative to a wide range of complex and cross-cutting AIR programs, and developing policy, programs, processes and communication outreach programs related to change management.Contacts are internal and external. Often represents the major subdivision and LOB/SO as a principal point of contact to provide advice and guidance on the applications of policies and procedures The incumbent develops communication strategy for the change program, develops core messages that meet the goals of the change and customizes core messaging for specific change initiatives. Designs and continually improves internal communication mechanisms/processes to enable internal dialogue around best practices and knowledge sharing amongst initiative change teams. Plans and budgets for communication resources early and ensures that local IT and communications support is in place. Develops engaging communication methods that resonate with employees to reinforce and celebrate progress and success.Broad policies and objectives provide general guidance for addressing issues but often require the development of new approaches. Liaises directly with other communications specialists to produce and disseminate external to the program communications. Identifies key stakeholders and oversees communication planning, cadence and engagement. Assists Change Management Program Manager and other leaders as needed, in preparation for meetings with key stakeholders. Partners with initiative owners to discuss communication needs and objectives and develops themes and approaches accordingly. Provides sample communication material (e.g., toolkits; templates; frameworks) to line management to enable customized communication.Provides expert guidance and instruction both internally and externally to address diverse, complex issues which often cross multiple projects, programs, and/or functional areas. Develops and recommends approaches to address current and anticipated problems and issues. Works with senior management to identify and resolve problems.Work typically is reviewed only at completion for success in achieving planned results. Has broad discretion to ensure the alignment of organizational goals and policies and the requirements of the projects and/or other work activities.Travel RequiredOccasional travel - The job may require travel from time- to-time, but not on a regular basis. QualificationsTo qualify for the position applicants must demonstrate in their application they possess one year (52 weeks) of specialized experience equivalent to FV-I, FG/GS-13 level. Specialized experience is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position. Specialized experience is described as experience applying structured change management techniques to complex organizational change initiatives, to include impact analysis, communications planning, change readiness assessment, and project planning.In addition to the above, this vacancy has a Quality Ranking Factor (QRF).
