Position Overview

The Principal Supply Chain Program Manager serves as the primary cross-functional bridge between manufacturing partners, internal R&D, engineering, and operations. This role acts as the dedicated Integrated Supply Chain (ISC) lead within the Program Office to enable all aspects of ISC content and execution across complex, high-value programs.

Operating in a technically complex, commercially driven environment shaped by geopolitical risk, AI-driven demand surges, and semiconductor industry volatility, this critical-path role provides full lifecycle accountability, reporting, and visibility for custom silicon, ASIC materials, and hardware components. You will establish a scalable operational bridge to ensure that supplier commitments, manufacturing capacity, materials, schedules, and commercial activities remain flawlessly aligned with program development phase gates and production milestones.

Key Responsibilities

• Lead end-to-end procurement and strategic sourcing for high-value ASIC materials and advanced components, including silicon wafers, specialized semiconductor inputs, and custom packaging, driving total cost of ownership optimization.

• Architect and execute end-to-end supply chain strategies in coordination with the Program Management Office (PMO), delivering time-phased acquisition plans aligned with the program Bill of Materials (BOM), cost accounts, and prioritized master schedules.

• Establish scalable semiconductor operations processes capable of supporting multiple concurrent ASIC and system-on-chip (SoC) programs from early-stage design through production.

• Own contractual operational coordination with the external semiconductor ecosystem , including foundry operations, OSAT partners, substrate vendors, wafer sort, and final test facilities.

• Negotiate and manage Long-Term Agreements (LTAs) and Firm-Fixed Price (FFP) contracts with global foundries and component vendors to secure supply continuity and cost-effective partnerships.

• Drive industrialization and capacity readiness with global manufacturing partners, including capacity reservations, allocation agreements, wafer start commitments, tooling, and mask set planning to meet volume and yield targets.

• Assess and track supplier Technical Readiness Levels (TRL) and Manufacturing Readiness Levels (MRL), driving maturation plans that align supplier capabilities with program lifecycle phase gates.

• Partner with engineering and quality on process qualification across the semiconductor supply base, including PPAP/PCN management, reliability tracking, and technology transfers from New Product Introduction (NPI) to high-volume manufacturing.

• Coordinate logistics and operational readiness supporting engineering samples, qualification hardware, first-silicon bring-up, characterization, and system integration.

• Integrate supplier build, test, and delivery commitments directly into the master program schedule, maintaining total visibility into key milestones and driving aggressive recovery actions when constraints threaten program need dates.

• Leverage AI-driven analytics alongside ERP/MRP platforms (such as SAP or Oracle) for predictive demand forecasting, end-to-end supply chain visibility, and exception management from wafer start through final test and delivery.

• Maintain semiconductor supply and inventory plans within the company's enterprise systems to dynamically support engineering and production demand while ensuring long-lead materials are aligned with master schedules.

• Develop and execute risk mitigation strategies , including dual-sourcing initiatives, to safeguard the program's critical path against geopolitical, capacity, material shortage, and manufacturing yield risks.

• Monitor global market trends — including wafer pricing, memory market volatility, and regional capacity constraints — delivering executive-level risk and opportunity analyses with actionable strategic recommendations.

• Produce monthly and quarterly reporting on supplier performance, manufacturing cycle times, production yield, and supply continuity KPIs, managing financials utilizing formal Cost Account Management (CAM) and Earned Value Management Systems (EVMS) tracking principles.

Minimum Qualifications

• Bachelor’s degree in Electrical Engineering, Semiconductor Engineering, Manufacturing Engineering, Supply Chain, Law, Business, or a related technical field.

• Minimum 8–10 years of experience spanning engineering, semiconductor operations, ASIC/SoC manufacturing, procurement, project management, or integrated supply chain management.

• Minimum 3 years of demonstrated experience in strategic sourcing, contract development, and negotiations for custom silicon, ASICs, or critical semiconductor components.

• Demonstrated experience with semiconductor supply chain processes, including foundry operations, OSAT, advanced packaging, assembly, and test operations.

• Ability to work effectively with highly technical engineering organizations, translating engineering requirements into operational execution using structured stage-gate and milestone tracking.

• High proficiency utilizing ERP/MRP platforms (specifically SAP or Oracle ) and supplier management portal tools for demand forecasting, material tracking, and scenario planning.

• Ability to travel internationally up to 25% to support supplier qualification and readiness reviews.

• Ability to comply with federal export control regulations (ITAR/EAR). Must be willing and eligible for submission to a security clearance process if required by the program portfolio.

Preferred Qualifications

• Master’s degree in Supply Chain Management, Engineering, or Business Administration (MBA).

• Experience supporting custom ASIC or SoC development programs from initial early-stage development and NPI through high-volume production ramp and yield improvement programs.

• Experience supporting aerospace, defense, telecommunications, or other high-reliability semiconductor programs (familiarity with RF, mixed-signal, high-speed digital, DSP, modem, or communications ASICs is a plus).

• Hands-on experience executing supply chain programs in support of DoD, NASA, or major aerospace and commercial technology portfolios utilizing formal Cost Account Manager (CAM) positions or strict EVMS governance .

• Advanced proficiency with AI-driven supply chain visibility tools or predictive analytics applied to global semiconductor capacity planning.

• Deep exposure to hardware design infrastructure, non-recurring engineering (NRE) structures, advanced packaging process technologies, and associated software/tooling components.

• Professional supply chain or project management certification , such as APICS CSCP, CPIM, CPSM, or PMP.

What Success Looks Like

The Principal Supply Chain Program Manager will establish a strong operational and commercial bridge between ASIC engineering, Supply Chain, and the external semiconductor ecosystem. Success in this role means that supplier commitments, manufacturing capacity, materials, schedules, commercial structures, and production readiness remain perfectly aligned with program needs, allowing engineering teams to focus on technical execution while semiconductor operational dependencies and long-term business risks are proactively managed.
