If youre passionate about making a difference and believe in the power of technology to transform lives, youll feel right at home here./ppJob Title: WIOA Job Developer Subsidized Work Experience On-the-Job Training/ppReports To: Program Manager / Workforce Program Director/ppPosition Summary/ppThe WIOA Job Developer is responsible for building and maintaining strong employer partnerships to create subsidized work experience (WEX) and on-the-job training (OJT) opportunities for WIOA Youth participants, ages 16-24. This role connects job seekers to meaningful, career-path employment while ensuring full compliance with Workforce Innovation and Opportunity Act (WIOA) regulations. The Job Developer collaborates closely with case managers, participants, employers, and training providers to align workforce talent with labor market needs./ppEssential Duties Responsibilities/ppEmployer Business Engagement/pulliDevelop and maintain relationships with local employers to secure WEX and OJT opportunities aligned with labor market demand./liliConduct outreach to new employers via meetings, presentations, job fairs, site visits, and business associations./liliEducate employers on WIOA programs, wage reimbursement structures, eligibility requirements, and benefits of participation./liliNegotiate training plans, job descriptions, wage rates, supervision requirements, and reimbursement agreements./liliConduct employer site visits to assess job suitability, safety, training capacity, and compliance./li/ulpParticipant Placement Support/pulliMatch WIOA participants to appropriate subsidized work experiences and OJT placements based on skills, interests, and career goals./liliCollaborate with case managers and career counselors to review participant employability, readiness, and training needs./liliSupport participants and employers during placements to ensure successful training outcomes and job retention./liliMonitor participant progress, attendance, performance, and skill attainment./liliAddress workplace issues proactively and provide coaching or mediation as needed./li/ulpProgram Compliance Documentation/pulliEnsure all WEX and OJT activities comply with WIOA, state, and local workforce board policies./liliEnsure worksite monitoring is completed on a monthly basis to ensure that placements are completing responsibilities outlined on their/liliDevelop and maintain accurate documentation, including:/liulliTraining plans/liliEmployer agreements/liliTime and attendance records/liliProgress evaluations/liliWage reimbursements/li/ulliTrack enrollments, placements, outcomes, and performance metrics, including Texas Talent Assistance, WEX and OJT placements/ completions, expenditure rates of funding./liliSupport internal and external monitoring, audits, and reporting requirements./li/ulpCollaboration Program Development/pulliPartner with workforce staff, training providers, and community organizations to strengthen career pathways./liliStay informed on labor market trends, in-demand occupations, and employer workforce needs./liliContribute to continuous improvement of WEX and OJT strategies./li/ulpRequired Qualifications/pulliBachelors degree in Workforce Development, Human Services, Business, Education, or related field (or equivalent experience)./lili2+ years of experience in job development, employer engagement, workforce programs, or human resources./liliKnowledge of WIOA programs, subsidized employment models, or workforce funding preferred./liliValid drivers license and ability to travel locally to employer sites./li/ulpTechnical Skills/pulliUnderstanding of WIOA regulations, performance indicators, and eligibility guidelines./liliExperience developing work-based learning models (WEX, OJT, internships, apprenticeships)./liliAbility to analyze labor market information and match candidates to employer needs./liliContract development and understanding of wage reimbursement structures./liliCase coordination and outcome tracking./li/ulpComputer Digital Skills/pulliProficiency with Microsoft Office Suite (Word, Excel, Outlook, PowerPoint)./liliExperience using workforce case management systems (e.g., Workforce Solutions, CalJOBS, Employ Florida, or similar)./liliData entry, tracking, and reporting accuracy./liliAbility to use virtual meeting platforms (Teams, Zoom)./liliBasic database management and document retention skills./li/ulpHuman members, employers, and community partners/ppPrepare and present report on activities and accomplishments during team conference/ppApproach each day and task with a ZAG mindset/ppOther duties and projects as needed for the success of the program/ppThe Ideal Qualifications for this Position Include:/ppAstounding ability to multitask and be proactive/ppExperience in job placement in either private or public agencies within the last four years/ppExperience working with at-risk populations/ppAbility to establish and maintain effective working relationships with employer representatives and Job Seekers/ppFamiliarity with applicable federal, state, and local laws and regulations/ppAbility to work in a variety of settings with culturally diverse customer bases, with the ability to be $45,000/yr - $55,000/yr/ppSalary is commensurate with education and experience.
