Director of Scatter Site Housing

Compensation Range: $90,000 - $105,000

Overview:

The Director of Scatter Site Housing oversees the operational management, contractual compliance, and clinical oversight of the SHAP scatter site program serving adults and families who have experienced homelessness, and those who are living with HIV/AIDS. The Director is responsible for ensuring alignment with regulations while promoting trauma-informed, harm reduction-based services.

Responsibilities:

Primary:

• Provide leadership in program improvement and sustainability of clinical and non-clinical metrics.

Secondary:

• Monitor program operations to ensure high-quality services aligned with organizational values and contractual obligations.

Key Performance Indicators

1. Occupancy: 100% enrollment compliance.
2. Compliance: Up-to-date resident files.
3. Quality Assurance: At least 90% compliance in audits.
4. Clinical: Viral load suppression rate of 90% or higher among HIV-positive residents annually.

Other Functions:

• Provide leadership (clinical and programmatic) in crisis situations, specifically through crisis intervention in a way that is trauma informed and respects resident’s autonomy
• Provide clinical oversight and support to case management staff to ensure the delivery of comprehensive supportive services, including medical and mental health referrals, home visits, wellness checks, and case conferences.
• Support recruitment of staff, including interviewing, making hiring recommendations, and identifying training needs to implement capacity building initiatives.
• Provide structure and accountability in alignment with agency policies and procedures, including the Residential Code of Conduct.
• Conduct weekly documented supervision and provide ongoing support to applicable program staff.
• Review monthly rent rolls and collaborate with residents and staff to address arrears and housing stability concerns.
• Ensure accurate and timely data entry into all required electronic case management and reporting systems, maintaining complete and compliant records for admissions, income changes, service plans, inspections, and discharges in alignment with applicable funder data quality standards.
• Ensure resident referral, eligibility, intake, and discharge processes comply with internal policies and is consistent with local, state, and federal regulations.
• Coordinate and ensure annual income verification is completed for all residents; promote strategies to encourage consistent rent payments where applicable.
• Lead the review and resolution of incident reports in a timely and thorough manner, including communication with funders and stakeholders as needed.
• Promote resident well-being by organizing recreational activities, holiday events, and tenant meetings
• Address program violations proactively to ensure the safety and well-being of the community.
• Maintain up-to-date program documentation and generate reports for internal and external stakeholders.
• Oversee petty cash usage and reconciliation; contribute to annual budgeting processes and manage recreational budgets for each program site.
• Actively participate in Housing Works/Bailey House advocacy efforts and mobilizations to end homelessness and HIV/AIDS.
• Regulatory & Compliance Knowledge: Maintains a thorough understanding of HUD supportive housing requirements, documentation standards, and quality assurance protocols.
• Crisis Response: Guides staff in de-escalating resident crises while ensuring safety, stability, and resident well-being.
• Training & Capacity Building: Identifies staff development needs and implements strategies to strengthen skills and professional growth.
• Dependability & Flexibility: Demonstrates reliability and adaptability in responding to program priorities and changing resident needs.
• Organization & Time Management: Effectively prioritizes responsibilities, meets deadlines, and manages multiple tasks in a fast-paced environment.
• Communication & Documentation: Communicates clearly and professionally in both written and verbal formats for staff supervision, compliance reporting, and stakeholder engagement.
• Collaboration & Problem-Solving: Works cooperatively across departments (QA, Finance, Housing Leadership) and with external partners to address program and resident needs.
• Cultural Competency: Demonstrates awareness, sensitivity, and respect for the diverse cultural backgrounds of residents and staff, integrating these perspectives into service delivery and supervision.
• Equity & Resident-Centered Practice: Promotes inclusion, equity, and empowerment through resident-centered approaches and culturally responsive care.
• Language Skills: Bilingual proficiency in Spanish strongly preferred.
• Substance Use and Mental Health: Ability to engage residents with substance use and mental health challenges in a way that builds trust, promotes stability, and supports individualized goals.
• Engagement: Ability to engage residents in their homes when hoarding behaviors and ADL challenges are present, balancing safety requirements with dignity, autonomy, and trust-building.

Requirements:

• LMSW or LMHC required; LCSW preferred.
• Minimum five years supervisory experience in relevant social services.
• Clinical Judgment: Demonstrates strong ability to review and provide constructive feedback on case manager documentation and resident engagement, ensuring best practices are followed in home visits, assessments, service plans, progress notes, and case conferences.
• Supervision & Staff Development: Provides supportive, yet directive, supervision, coaching staff in harm reduction, trauma-informed care, motivational interviewing, addressing Activities of Daily Living (ADLs), and crisis intervention.
• Technology & Evaluation Skills: Proficient in Microsoft Office with demonstrated ability to write, assess, and evaluate program performance and staff effectiveness.
