Scope of Project: The New York State Office of Children & Family Services (OCFS) is seeking an Expert Systems Developer to support the Domestic Violence Information System (DVIS) project. The selected consultant will lead development, reporting, testing, and implementation activities while serving as the primary technical point of contact for day-to-day engineering efforts. This role focuses on designing scalable enterprise applications, optimizing system performance, integrating services through RESTful APIs, and collaborating with business and technical teams to deliver secure and reliable solutions.

Responsibilities

• Lead development, reporting, testing, and implementation activities for the Domestic Violence Information System (DVIS).
• Serve as the primary technical point of contact for day-to-day operations and issue resolution.
• Develop enterprise applications using ASP.NET MVC,.NET Core, C#, and Oracle SQL.
• Gather technical requirements and translate business needs into scalable software solutions.
• Analyze, design, and prepare detailed technical specifications for applications and business processes.
• Design, develop, and maintain RESTful APIs and integrate applications with internal and external systems.
• Optimize application performance, backend processing, and database queries.
• Design, develop, and maintain Oracle database objects, PL/SQL procedures, packages, and complex SQL queries.
• Develop responsive web interfaces using HTML5, JavaScript, AJAX, jQuery, Bootstrap, and CSS.
• Create analytical and operational reports using SQL Server Reporting Services (SSRS).
• Perform unit, integration, regression, and user acceptance testing while resolving software defects.
• Collaborate with Business Analysts, QA teams, Infrastructure teams, and stakeholders throughout the Software Development Life Cycle (SDLC).
• Participate in code reviews and promote coding standards and best practices.
• Maintain project documentation and provide knowledge transfer throughout the engagement.
• Mentor technical staff on coding standards, SQL development, validation techniques, and application development best practices.

Required/Preferred Skills

• 84 months of experience developing multi-tier.NET applications using ASP.NET MVC (4.0 or above).
• 84 months of experience developing Service-Oriented Architecture (SOA) solutions using WCF, SOAP, and RESTful APIs.
• 84 months of experience designing relational databases and developing Oracle SQL, PL/SQL, XML stored procedures, packages, and complex SQL queries.
• 84 months of experience building responsive web applications using HTML5, AJAX, JavaScript, jQuery, Bootstrap, and CSS.
• 72 months of experience designing, developing, and deploying.NET Core web applications using C#.
• 72 months of experience developing reports using SQL Server Reporting Services (SSRS).
• Strong experience in application performance tuning and backend optimization.
• Experience in requirements gathering, technical analysis, and solution design.
• Experience with software testing methodologies including unit, integration, regression, and UAT.
• Strong analytical, troubleshooting, and problem-solving skills.
• Excellent written and verbal communication skills.
• Bachelor's Degree in Computer Science or a related field.
