DSHS HCLA Adult Protective Services Investigator

Adult Protective Service Investigators (Social Service Specialist 3) The Adult Protective Services (APS) team seeks experienced social service investigators to work at the Home and Community Living Administration (HCLA) in Tacoma. The role involves independent investigations of reports of abandonment, abuse, exploitation, neglect, and self‑neglect affecting adults, including those with developmental disabilities. Investigators gather evidence, conduct thorough interviews, and collaborate with law enforcement, families, and community partners to protect vulnerable adults and connect them with necessary services. Responsibilities Observe and conduct face‑to‑face interviews with alleged victims, perpetrators, and collateral contacts; travel within local communities for investigations. Collect and evaluate relevant information to determine investigative, service, and outcome decisions. Document all investigative activities electronically using computer application systems. Collaborate with law enforcement, judicial entities, family members, facilities, local office staff, other regional offices, and community agencies regarding client needs. Identify and refer at‑risk adults to appropriate service groups. Provide client advocacy, consultation, networking, family support, and crisis intervention. Prepare and provide testimony at administrative hearings, court proceedings, and other criminal, civil, or administrative proceedings. Qualifications Bachelor’s degree in social services, human services, behavioral sciences, criminal law/justice, education, healthcare, or a related allied field. Two years of paid relevant work experience in social services, healthcare, education, criminal justice, or allied fields. Equivalent combinations of education and/or work experience totaling six years may substitute for the degree requirement. A master’s practicum may substitute for one year of paid social service experience. Preferred Knowledge, Skills, and Abilities Experience assessing risk and safety for vulnerable adults or children. Investigative experience, including research, observation, clarifying questions, and story comparison. Autonomous decision‑making in critical or immediate safety situations with effective solution development. Proficiency with Microsoft Office, data entry, and documentation skills. Exceptional critical thinking, time management, and focus. Empathy and adaptability to manage tense situations effectively while reducing risks. Knowledge of Medicaid terminology, regulations, and policies. Adaptability to evolving policies and directions. Compensation and Work Environment Positions involving unannounced visits in unregulated environments are eligible for a 10% increase in addition to the advertised salary. A hybrid or flexible work schedule may be considered after training completion, based on business needs. Daily travel within local communities is required. Employees may receive an Orca Card for transportation needs. Prior to a new hire, a background check including criminal record history may be conducted.
