San Francisco Public Works Bureau of Engineering is seeking two (2) Associate Civil Engineers for the Structural Engineering Section for several different projects. Specifically, these roles will be responsible for a variety of engineering projects, including design of new buildings and alterations of existing buildings; seismic evaluations; design and repair of roadway structures (bridges, stairways, retaining walls, tunnels, etc.); and design and repair of miscellaneous structures such as vaults, tanks, piers, wharves, etc.Please see project and position details below. Project A: BRIDGE INSPECTION AND REPAIR PROJECTS. These projects comprise the inspection and repair of existing bridges owned and maintained by the City and County of San Francisco. Projects include the 4th Street Bridge Corrosion Repair, 4th Street Bridge Rehabilitation, O’Shaughnessy Adit Bridge. Inspection of bridges include over 90 bridges in San Francisco, as well as those at the Crystal Springs and Sunol Watersheds such as the San Andreas Bridge, Geary Road Bridge, Homestead Bridge, etc. During design phase, the deliverables include structural design plans, specifications, and construction cost estimates. During construction phase, the deliverables include review of submittals, responding to contractor requests for information, and structural observations. Design phase for the 4th Street Bridge Corrosion Repair project has already started in early 2026. The anticipated duration of these projects will be up to three (3) years. Project B: EARTHQUAKE SAFETY AND EMERGENCY RESPONSE BOND PROJECTS. These projects comprise design and construction administration of fire stations and police stations in San Francisco. Projects include the new Fire Station No. 2 and Fire Station No. 7, as well as the retrofit of Taraval Police Station. During design phase, the deliverables include structural design plans and specifications. During construction phase, the deliverables include review of submittals, responding to contractor requests for information, and structural observations. The anticipated duration of these projects will be up to three (3) years. Role Description Under general direction, these roles perform professional civil/structural engineering work in the field and office, supervises the work of related staff engaged in engineering work and may act as the project engineer on engineering projects.

MAJOR, IMPORTANT, AND ESSENTIAL DUTIES

Your duties as Associate Engineer may include, but not limit to the following:

1. Prepares engineering designs, contract drawings and technical specifications to ensure compliance with codes, standards and project requirements
2. Prepares cost and quantity construction estimates and structural calculations for necessary labor, materials and equipment associated with construction, contractors, suppliers, reconstruction, installation, repair, restoration and maintenance
3. Provides engineering support for construction and operations; reviews existing conditions and establishes suitability for use; conducts studies of processes by identifying, obtaining and analyzing samples and data; reviews deliverable submittal and RFIs
4. Performs and coordinates field work activities and field investigation; responds to earthquakes, landslides, and other structural emergencies; analyzes and resolves problems to ensure compliance with regulatory requirements, standards, specifications and performance
5. Develops analytical structural models using ETABS, SAP2000, and other related software
6. Supervises the preparation of detailed construction drawings, technical specifications and structural calculations; assigns and reviews the work of assigned staff and contractors; determines resources necessary to complete assigned work
7. Reviews engineering drawings, specifications, calculations and work products produced by staff, consultants and contractors to ensure accuracy, adequacy and conformance to standards. Verifies quantity, dimensions, safety requirements, and proper test and start-up procedures
8. Prepares and supervises the preparation of a wide variety of technical engineering reports, field reports, regulatory reports, standard operating procedures manuals, emergency operations plans, minutes, public correspondence and other documentation
9. Directs, trains, monitors, evaluates and counsels work activities of other engineering related staff (e.g., drafters) in accordance with appropriate MOUs, Civil Service Commission Rules, and departmental procedures
10. Conducts meetings and public hearings; makes presentations to staff, committees boards, commissions, approval agencies and the general public
11. May drive a city vehicle to and from job sites

How to qualify

MINIMUM QUALIFICATIONS

Experience: Three (3) years of verifiable professional civil engineering experience of which two (2) years of professional civil experience equivalent to the City & County of San Francisco Class5203 Assistant Engineer or higher; AND License and Certification: Possession of a current Certificate of Registration as a Professional Engineer in the State of California in Civil Engineering Substitution: There is no substitution for the required two years of work experience equivalent to a 5203 Assistant Engineer or higher Note: One (1) year of full-time employment is considered equivalent to Two Thousand (2,000) hours. Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment. Verification of Education and Experience All work experience, education, training, and other information substantiating how you meet the minimum qualifications must be included on your application by the filing deadline. Information submitted after the filing deadline will not be considered in determining whether you meet the minimum qualifications. Failure to provide the required verification may result in rejection of the application and/or removal from eligibility for referral and appointment in this class.
