Public Buildings Manager 4, M-2 (NY HELPS)

Join the New York State Department of Agriculture and Markets Division of the New York State Fair as a Public Buildings Manager 4. The role oversees the comprehensive management and oversight of public building operations at the Fairgrounds in Syracuse, NY. Position Information The Public Buildings Manager 4 is a permanent, competitive, full‑time position working 37.5 hours per week, Monday‑Friday, with potential evening and weekend work. Location: 581 State Fair Boulevard, Syracuse, New York. Key Responsibilities Strategic Planning & Resource Management: Develops, reviews, and recommends staffing levels, fiscal plans, and budget requests; conducts analytical reviews; manages multiple central store units; plans and directs capital improvement projects. Policy & Procedure Development: Creates, implements, and enforces policies and procedures; establishes an administrative reporting system; recommends new or modified policies. Operational Oversight & Support: Directs employee training programs; assists facility managers in resolving significant problems, complaints, and emergencies; manages and approves capital construction requests and building contract development. Safety & Security: Establishes liaison with local Fire and State Police to optimize security and safety conditions. Supervisory Responsibilities: Performs full supervisory duties, overseeing permanent and temporary hourly employees and contractors; manages staff responsible for grounds maintenance, parking operations, custodial services, and general maintenance activities. Qualifications Seven years of experience managing an occupied building with a gross square footage of at least 300,000 or a complex of at least 350,000 square feet, with supervision of service contractors or in‑house staff (plumbers, electricians, carpenters, and other skilled trade people). Overall responsibility for building maintenance (including HVAC), minor building rehabilitation, and expertise in at least one of: grounds maintenance, security and access control, or cleaning oversight. Associate’s degree in construction management, construction technology, facilities management, engineering, engineering technology, architecture, architectural technology, business, business administration, or public administration may substitute for two years of experience; Bachelor’s degree may substitute for three years. NY HELPS appointment may be made for qualified employees meeting open‑competitive qualifications; eligibility for non‑competitive or provisional appointments may apply under civil service law (see internal policy).
