HOMES Student-managed Clinic Medical Director and Physician Education Preceptor

Position summary:

Healthcare for the Homeless- Houston (HHH) is a Federally Qualified Health Center (FQHC) committed to improving the health and well-being of individuals and families experiencing homelessness.

HHH operates a single-site HOMES student clinic operated weekly (Saturday, half-day) at HHH's Cathedral Clinic location within the Beacon's Day Center in downtown Houston.

The HOMES Clinic Medical Director and Physician Education Preceptor (aka HOMES Clinic MED-PEP) provide clinical leadership and administrative oversight for the organization's student-run clinic, HOMES Clinic, ensuring the delivery of high-quality, patient-centered healthcare services through a student-run and volunteer faculty preceptor support clinical experience.

This part-time role is responsible for supervising the HOMES student board of directors, clinic managers, and HOMES student directors, as well as providing oversight for the faculty preceptors. This position is also responsible for overseeing educational precepting together with the CMO, for co-managing and participating in the HOMES Faculty Advisory Committee. Finally, it is expected that the MED-PEP will engage in patient-facing care regularly via student precepting during the HOMES Clinic on Saturdays.

The role reports to the HHH Chief Medical Officer and collaborates to oversee the day-to-day management of HRH-medical training institution partnerships, modeling the delivery of high-quality, patient-centered healthcare services through a student-run and volunteer preceptor supported clinical experience.

Key Responsibilities

Clinical Leadership & Program Oversight

• Provide leadership, strategic direction, and operational oversight for the HOMES student clinic program, ensuring the delivery of comprehensive, high-quality healthcare services.
• Maintain clinical standards consistent with FQHC requirements, HRSA regulations, and evidence-based medical care.
• Deliver direct patient care as a HOMES preceptor, at a minimum of 2 clinics monthly
• Guide and support HOMES student directors to develop and implement HOMES specific clinical protocols, quality improvement initiatives, and best practices.
• Monitor clinical outcomes, patient access, and clinic productivity to ensure program effectiveness and sustainability.
• Ensure compliance with infection control standards, OSHA regulations, HIPAA requirements, and other applicable laws and guidelines, as well as academic institution requirements applicable to partnering institutions
• Meet with HOMES Clinic student Directors
• Supervise HOMES Clinic operations in conjunction with HHH CMO and the Development Office Administrative staff and HHH Clinical Operations Director
• Precept Student Teams made up of Basic Science Medical Students, Clinical Medical Students and Pharmacy Students two Saturdays a month for 4-hour sessions
• Assist with onboarding, orienting and communicating with volunteer preceptors
  • Perform evaluations of HOMES volunteer faculty and student leadership/managers as applicable
• Oversee any pertinent clinical rotations for medical students in partnership with local academic institutions.
• Ensure students receive appropriate supervision, mentorship, and exposure to community-based underserved medicine in primary care.
• Collaborate with HOMES Faculty Advisory Board to align learning objectives with clinical operations and community health needs.
• Maintain a structured and supportive learning environment that promotes professional development and culturally responsive care.
  • Supervise the HOMES student board quality improvement proposals, including service-learning projects (for example vaccine drives, health fairs) and research projects
• Support accreditation efforts, audits, and reporting requirements associated with FQHC operations as applicable.
• Ensure accurate clinical documentation and compliance with electronic health record (EHR) standards.
• Serve as contact person for students and volunteer preceptors who encounter problems escalating critical concerns to the HHH CMO
• Promote integration of the HHH model of care: primary care, behavioral health, and social services.
• Participating with Development Department in yearly volunteer recognition event
• Doctor of Medicine (MD) or Doctor of Osteopathic Medicine (DO) degree from an accredited medical school.
• Current DEA registration (or ability to obtain).
• Minimum of three (3) years of clinical medical experience, preferably in community health, public health, or safety-net settings.
• Previous leadership, supervisory, or program management experience preferred.
• Experience working with underserved or vulnerable populations, including individuals experiencing homelessness, preferred.
• Commitment to health equity and compassionate care for marginalized populations.
• Knowledge of best practices for oversight of HOMES Student-managed Clinic
• Excellent communication, mentoring, organizational, and problem-solving skills.

Staff Supervision & Development

• Lead HOMES Faculty Advisory Board in conjunction with CMO

• Meet with HHH CMO for ongoing oversight

• Supervise volunteer HOMES preceptors, HOMES student directors

Education & Student Training OversightQuality Improvement & Compliance

• Support HOMES Clinic quality improvement initiatives aligned with missional needs

Community & Integrated Care

• Support engagement efforts target individuals experiencing homelessness.

Qualifications Education & Licensure

• Active and unrestricted license to practice medicine in the State of Texas.

• Current CPR/BLS certification.

Experience

• Experience teaching or supervising students is preferred.
