WORK HOURS 8am-4:30pm DEPARTMENT Administration PAY BASIS Salaried PURPOSE AND SUMMARY Responsible for managing purchasing activities, ensuring compliance with procurement regulations, and overseeing contractual agreements on a county-wide basis. ESSENTIAL FUNCTIONS Oversees and streamlines all contract and purchasing functions to ensure they are efficient, accurate, on schedule, and comply with County policies, and federal and state statutes and regulations. Ensures all contracts meet legal and regulatory standards, reducing the risk of financial mismanagement. Organizes, distributes, and delegates work to subordinate fairly and impartially. Provides clear and appropriate direction to employee. Provides training and coaching to subordinate. Ensures that staff has the resources and flexibility to perform, improve, and learn in their jobs. Keeps open communication with subordinate, listens to them, and provides feedback. Positively motivates, mentors, and leads employee. Provides appropriate and timely performance evaluations for subordinate. ADDITIONAL ESSENTIAL DUTIES Identifies, evaluates, and negotiates with vendors to secure best pricing and service agreements. Drafts, reviews, and implements purchasing and procurement related policies and procedures. Maintains compliance with state and federal procurement laws, audits purchasing practices, and mitigates risk. Assists departments in purchasing decisions to optimize spending while staying within budget allocations. Manages the bidding and proposal process including Requests for Proposals (RFP), Invitations for Bids (IFB), and contract awards. Maintains accurate records of purchases, agreements, and vendor performance evaluations. Collaborates and provides guidance to departments on procurement best practices and contract execution. Ensures efficient, cost-effective, and legally sound purchasing decisions across county operations. Performs other related duties as may be assigned. WORK RELATIONSHIPS Reports to Director of Administration. Supervises Contract and Procurement Manager. Works with all department heads, finance staff, and other department personnel when involved in the purchasing and competitive purchasing processes requiring formal bids and RFP’s. REQUIRED EDUCATION, EXPERIENCE, TRAINING, AND CERTIFICATION Bachelor’s degree in Business Administration or related field with emphasis on purchasing and business management. Two to five years of responsible experience in the purchasing field. Certification as a Certified Public Procurement Officer or Certified Professional Public Buyer, or ability to become certified within three years, is preferred. A combination of education and experience providing the necessary skills and abilities will be considered in place of specific degree and experience requirements. Current valid Wisconsin driver’s license. KNOWLEDGE, SKILLS, AND ABILITIES Considerable knowledge of business purchasing procedures and practices and the specific laws governing purchasing and conflict of interest in the public sector in Wisconsin. Considerable ability to communicate effectively in oral and written form. Considerable ability to form and maintain effective working relationships. Ability to work independently with minimal supervision. Strong written and verbal communication skills including listening skills. Computer skills including facility with Microsoft Office and Outlook applications and ability to learn and use Purchasing software. PHYSICAL REQUIREMENTS Ability to perform most work from a sedentary position. Ability to function in situations encountered in a normal office setting. Ability to use standard office equipment including telephone, computer, printer, photocopier, and scanner.
