Permit Coordinator

Job Title
The purpose of this position is to serve as the liaison between permit applicants and reviewers through intake and distribution of permit applications, building plans, and other supplemental documents. Monitors the review process to ensure that all reviews are completed within designated timeframes and provides follow-up communication with permit applicants to guide them through the permit process. Requires knowledge and understanding of the residential and commercial permitting process and contractor licensing regulations.

Individuals may perform other duties as assigned, including working in other functional areas to cover absences or relief, to equalize peak work periods, or otherwise to balance the workload.
- Advises customers of laws and ordinances regulating the issuance of permits and contractor licensing.
- Reviews applications for completeness to ensure that it meets all applicable laws and ordinances for submittal.
- Serves as the liaison between permit applicants and reviewing agencies and monitors permit applications going through the permit process.
- Communicates with applicants and other departments and agencies regarding review deadlines, questions, permit holds and releases. Advises applicants when permits are ready for issuance.
- Processes walk-through permits and verifies product approval numbers as needed.
- Operates a personal computer to enter permit applications and transactions of all supporting documents into the computer system and ensure accurateness of information prior to permit issuance.
- Prepare, scan, and distribute applications, building plans and other supplemental permit documentation received for review.
- Determine department assignment and timeframe for application reviews based on project type; assign projects, distribute documents, notify all applicable reviewers, and monitor the review process using reports and other tools available.
- Monitors applicant response and resubmittals and provides follow up communication with applicant as needed.
- Makes recommendations on procedures to maintain and improve the efficiency of the receipt and distribution of permit applications, building plans, and revisions.
- Receive phone calls regarding permitting, scheduling inspections, etc.
- Reviews state registrations for compliance with minimum licensing requirements and enters information into the computer to create licensing registration record.
- Prepares correspondence regarding permitting and permit reminder/notification letters.
- Performs other reasonable related duties as assigned by immediate supervisor or other management personnel.
Emergency Response County employees are required to report for work during a state of emergency and are subject to recall around the clock for emergency response operations which may include duties other than those specified in this job description. Employees may request an exemption from this requirement by submitting the appropriate exemption form, subject to review and approval.
Typical Qualifications
Minimum Requirements
- Graduation from an accredited high school or possession of an acceptable equivalency diploma (GED).
- Five (5) years' experience in a general office setting with emphasis on customer service and familiarization with operations of office equipment and computer terminals.
- One (1) year experience processing cash transactions.
- Experience working with pdf files and word processing programs preferred.
Licenses, Certifications or Registrations
- Permit Technician certification from International Code Council (ICC) preferred
- Must possess and maintain a valid Florida Driver's License or must obtain within 30 days of establishing residency in Florida and be insurable by current insurance carrier, or valid Florida Identification Card is acceptable only for positions not required to drive a county vehicle.
- Must have or be able to obtain certification within three (3) months of employment in FEMA National Incident Management System (NIMS) courses:
- IS-100.c: Introduction to the Incident Command System (ICS)
- IS-200.b: ICS for Single Resources & Initial Action Incidents
- IS-700.b: An Introduction to the National Incident Management System
A combination of education, training and experience may be substituted at the County's discretion.

- Ability to analyze, evaluate and formulate all phases of work center requirements.
- Must have basic typing and data entry skills.
- Ability to perform duties with minimal supervision.

Physical Requirements/Work Environment
- Requires sitting most of the day.
- The job involves frequent lifting and carrying up to 10 pounds, and occasionally up to 20 pounds.
- The job requires frequent bending, twisting, and occasional squatting, climbing, kneeling, and balancing.
- The job requires the completion of tasks that involve simple grasping, pushing, pulling, fine manual manipulation, and typing.
- The job requires normal visual acuity and field of vision, depth perception and color vision, hearing, and speaking.

Pay Grade: 5 Salary Disclosure: Pay rates are based on policy, education, skill, experience level and internal equity.
