ARM Energy is a premier energy marketing and infrastructure firm, active in every sector of the energy value chain across all major North American oil and gas basins.ARM Energy’s Midstream team is seeking qualified candidates for an Environmental, Health & Safety Manager to support the Mustang Express Pipeline, a 236-mile, 42-inch natural gas transmission pipeline moving Permian Basin production to Gulf Coast and LNG export markets. This position is based out of our Houston office, with significant travel to the field along the pipeline right-of-way as required by construction activity.Position Overview:The successful candidate will have a deep understanding of environmental, health, and safety program management for large-diameter natural gas pipeline construction, including OSHA, environmental permitting and compliance, and contractor safety oversight, along with strong leadership and communication skills. This position is accountable for developing, implementing, and administering the project’s EHS program across all phases of construction and operations, ensuring regulatory compliance, and instilling a strong safety culture among ARM Energy personnel and third-party contractors.Primary Responsibilities:Serve as the primary point of contact for environmental and safety regulatory agencies, including OSHA, EPA, the U.S. Army Corps of Engineers, and applicable state agenciesMonitor construction activities for compliance with permit conditions, including Clean Water Act, Section 404/401, SWPPP, cultural resources, and threatened & endangered species requirements, and the Clean Air ActDevelop, implement, and administer the EHS program for the Mustang Express Pipeline once operationalConduct routine site inspections and audits of contractor safety and environmental practices; identify deficiencies and drive corrective action to closureLead incident investigations, root cause analysis, and reporting for safety incidents, near misses, and environmental releasesDevelop and deliver EHS training and orientation programs for ARM Energy employees and contractor personnelCoordinate with construction management, engineering, and third-party inspection teams to integrate EHS requirements into project planning and executionMaintain EHS documentation, permits, and recordkeepingTrack and report EHS performance metrics, including TRIR, DART, near misses, and environmental non-conformances, to project leadershipSupport emergency response planning and participate in drills and exercises along the pipeline right-of-wayManage relationships with third-party EHS consultants, auditors, and inspection contractors.Effectively communicate across all levels of the organization and align expectations about the project’s EHS scope, objectives, and outcomesRequirements:Bachelor’s degree in Occupational Safety, Environmental Science, Engineering, or equivalent combination of education and experience10-15 years of progressive EHS experience, with a significant portion in pipeline or heavy civil/industrial constructionMinimum of 5 years’ experience managing EHS programs on natural gas or natural gas liquids pipeline construction projectsMinimum of 5 years’ experience managing contractor safety on large-scale construction projectsDemonstrated knowledge of OSHA construction standards (29 CFR 1926) and (29 CRF 1910)Working knowledge of environmental permitting and reporting requirements, including CAA, CWA, SPCC, and EPCRA.Experience managing third-party contractors and inspection personnel in a field construction environmentManagement experience in the pipeline industryDemonstrated ability to analyze problems, prioritize tasks, and lead incident investigationsUnderstanding of federal, state, and local regulatory requirements applicable to pipeline constructionFluent in English, oral and written requiredWillingness to travel extensively and spend significant time in the field along the pipeline during construction.Skills:Ability to effectively communicate and interface with regulators, landowners, and contractorsAbility to address and handle confidential issues and materials on a regular basisAbility to accept changes and quickly align resources to effect outcomesStrong leadership skills with the ability to influence safety culture across all levels of a projectProficient with Microsoft Office SuiteEqual Employment Opportunity (EEO)The Company provides equal employment opportunities to all employees and applicants without regard to race, color, religious creed, sex, national origin, ancestry, citizenship status, pregnancy, childbirth, physical disability, mental disability, age, military status or status as a Vietnam-era or special disabled veteran, marital status, registered domestic partner or civil union status, gender (including sex stereotyping and gender identity or expression), medical condition (including, but not limited to, cancer related or HIV/AIDS related), genetic information or sexual orientation in accordance with applicable federal and state laws.In addition, the Company complies with applicable state and local laws governing nondiscrimination in employment in every location in which the Company has facilities.
