Program Manager

Position Summary

CLARO seeks a Program Manager to lead implementation of the Promotoras for Transportation Justice initiative, a community-driven transportation equity project focused on Latino, immigrant, low-income, transit-dependent, and historically underserved residents in San Francisco.

The Program Manager will be responsible for coordinating the day-to-day implementation of the project, including promotora recruitment, training coordination, survey implementation, focus groups, community meetings, stakeholder interviews, data collection, and preparation of community-informed transportation justice recommendations.

This role is designed for someone who is highly organized, community-centered, and comfortable moving between administrative coordination, field work, resident engagement, and public agency collaboration.

Key Responsibilities

• Program Implementation
• Manage the day-to-day work plan for the Promotoras for Transportation Justice project, including the project calendar, outreach activities, training sessions, community events, and deliverable tracking.
• Promotora Recruitment & Support
• Coordinate recruitment, onboarding, scheduling, training, and ongoing support for promotoras, ensuring that promotoras understand project goals, outreach expectations, data collection methods, documentation requirements, and stipend processes.
• Organize participatory events, actions and workshops as needed to promote advocacy goals.
• Training Coordination
• Coordinate the promotora training curriculum, including sessions on transportation justice, environmental justice, public transit systems, pedestrian safety, community outreach, survey administration, facilitation skills, language access, and community planning.
• Survey, Focus Group & Interview Coordination
• Oversee field implementation of community surveys, focus groups, and stakeholder interviews, including outreach locations, tracking survey goals, organizing materials, supporting data entry, and maintaining participant records.
• Community Meetings & Town Halls
• Coordinate logistics for community meetings and town halls, including venue coordination, outreach, registration, interpretation, materials, food, childcare support where applicable, and follow-up documentation.
• Data & Documentation
• Track participation, survey completion, focus group attendance, meeting notes, outreach contacts, and other project data to support progress updates, final recommendations, and grant reporting.
• Partner Coordination & Reporting Support
• Coordinate with community partners, public agencies, neighborhood groups, and transportation stakeholders, while supporting the Organizing Director with grant reporting, funder updates, budget tracking, deliverable documentation, and final project materials.

Desired Qualifications

Strong candidates will have experience in community organizing, program coordination, public health outreach, transportation equity, environmental justice, immigrant services, Latino community engagement, or nonprofit program management. The ideal candidate will be comfortable working both in the field and in administrative settings.

Required Skills

• Strong project coordination and follow-through
• Experience working with community members, volunteers, fellows, promotoras, or outreach teams
• Ability to manage calendars, forms, attendance, outreach materials, and deliverable tracking
• Strong communication and interpersonal skills
• Ability to work with Latino, immigrant, low-income, and transit-dependent communities
• Comfort facilitating small groups or supporting community meetings
• Familiarity with San Francisco neighborhoods and transportation issues
• Ability to work evenings and weekends when needed
• Bilingual English/Spanish ability strongly preferred

Preferred Experience

• College bachelor degree or equivalent experience
• Experience implementing grant-funded programs
• Experience with promotoras, community health workers, outreach ambassadors, or resident leadership models
• Familiarity with SFMTA, Muni, regional transit, pedestrian safety, transportation planning, or environmental justice
• Experience with surveys, focus groups, community meetings, or participatory research
• Experience working with public agencies or community-based organizations
• Experience with Google Workspace, Microsoft Office, Airtable, Jotform, SurveyMonkey, Qualtrics, or similar tools

Schedule

This position may be structured as full-time or part-time depending on funding and project needs. Some evening and weekend availability is required for community meetings, town halls, outreach events, and promotora trainings.

Work Environment

This role will require regular in-person work in San Francisco neighborhoods, including community meetings, outreach events, trainings, and public forums. Administrative work may be completed remotely or in a hybrid setting, depending on project needs.
