HR Specialist

Pay Rate Range: $23-24/hour Our client, a leading e-commerce and technology company , is looking to hire an HR Specialist in Baxter, MN . Responsibilities Execute weekly in-market candidate attraction activities following a provided playbook Visit community partner locations to maintain and replenish hiring materials, including flyers, posters, and QR codes Distribute referral program materials and engage associates about referral opportunities Attend and support local hiring events, job fairs, and community outreach activities Conduct grassroots canvassing, including local business outreach and posting materials in high-traffic community locations Collect and report local market observations, including competitor activity, community feedback, and transportation barriers Maintain accurate tracking logs of field activities, locations visited, materials distributed, and interactions conducted Provide weekly activity reports documenting execution status and market observations Serve as a Referral Ambassador for the assigned site and engage associates about referral programs Coordinate with community partners for material drop-offs and relationship-maintenance activities as directed Requirements High school diploma or equivalent Must live in or within a commutable distance of the assigned market Reliable personal transportation for travel throughout the local market area Ability to work independently in a field-based environment while following established processes and a defined playbook Strong organizational skills and attention to detail Comfortable engaging with community members, local businesses, and employees Availability to work a flexible 32-hour weekly schedule, including some weekends, early mornings, or evenings based on business needs Previous experience in field outreach, canvassing, community engagement, grassroots marketing, event support, staffing, recruiting, or workforce development is preferred Russell Tobin offers eligible employee’s comprehensive healthcare coverage (medical, dental, and vision plans), supplemental coverage (accident insurance, critical illness insurance and hospital indemnity), 401(k)-retirement savings, life & disability insurance, an employee assistance program, legal support, auto, home insurance, pet insurance and employee discounts with preferred vendors.
