Water & Sewer Supervisor

This position is responsible for supervising and participating in the maintenance of the city’s water distribution and sewer collection systems.

MAJOR DUTIES

Schedules and assigns work to assigned crews; monitors work to ensure quality and timeliness. Serves as liaison between contractors and repair crews. Assists and provides information to contractors; monitors the work of contractors to ensure compliance with standards. Inspects, identifies, and resolves water and sewer system malfunctions. Responds to and resolves customer questions and complaints. Assists work crews in the maintenance and repair of water and sewer systems infrastructure. Develops and completes work orders. Enforces standard operating procedures, including safety policies and procedures. Trains, assigns, directs, supervises, evaluates, and disciplines employees. Investigates and resolves customer complaints. Assists in updating the water and sewer mapping system. Performs all other duties as assigned.

KNOWLEDGE REQUIRED BY THE POSITION

Knowledge of water and sewer infrastructure construction, maintenance, and repair principles. Knowledge of relevant state and federal regulations. Knowledge of safety principles and practices. Knowledge of supervisory principles and practices. Knowledge of computers and job‑related software. Skill in oral and written communication. Skill in prioritizing jobs and scheduling projects. Skill in the operation of a variety of construction tools and equipment. SUPERVISORY CONTROLS: The Water and Sewer Manager assigns work in terms of very general instructions. The supervisor spot‑checks completed work for compliance with procedures and the nature and propriety of the final results. GUIDELINES: Guidelines include safety procedures, state and federal regulations, AWWA standards, and city and department policies and procedures. These guidelines require judgment, selection, and interpretation in application.

COMPLEXITY/SCOPE OF WORK

The work consists of a variety of supervisory and maintenance duties. Inclement weather and field conditions contribute to the complexity of the position. The purpose of this position is to supervise and participate in water and sewer system maintenance operations. Success in this position results in the provision of quality services to customers.

CONTACTS

Contacts are typically with co‑workers, other city personnel, contractors, representatives from state agencies, customers, and members of the general public. Contacts are typically to give or exchange information, resolve problems, motivate persons, and provide services.

PHYSICAL DEMANDS/WORK ENVIRONMENT

The work is typically performed while intermittently sitting, standing, walking, bending, crouching, or stooping. The employee frequently lifts light and heavy objects, climbs ladders, uses tools or equipment requiring a high degree of dexterity, distinguishes between shades of color, and utilizes the sense of smell. The work is performed in an office or outdoors, occasionally in cold or inclement weather. The employee is exposed to dust, dirt, and grease, machinery with moving parts, contagious or infectious diseases, or irritating chemicals. Work requires the use of protective devices such as masks, goggles, and gloves. SUPERVISORY AND MANAGEMENT RESPONSIBILITY: This position has direct supervision over assigned personnel within an area, department, or unit. Direct supervision typically involves the ability to manage schedules, performance, and the interpersonal issues of other employees. It may involve the ability to recommend changes to work priorities or strategies within an area, department, or unit.

MINIMUM QUALIFICATIONS

Associate's degree preferred. More than five years of related experience required. Any equivalent combination of education, experience, and training that provides the knowledge, skills, and abilities to perform the work. Possession of a valid, Class B commercial driver’s license issued by the State of Georgia for the type of vehicle or equipment operated. Possession of or ability to readily obtain state certification as a Water Distribution Systems Operator (must obtain within 6 months of hire). Possession of or ability to readily obtain state certification as a Collection Systems Operator (must obtain within 6 months of hire).
