This position plays a critical role in projectplanning, risk management, pricing strategy, operational alignment, and contract execution from opportunity identification through project turnover. The Director will leadcross-functional collaboration between business development, operations,project management, finance, and executive leadership to ensure accurateestimating, efficient preconstruction processes, timely permitting, anddisciplined contract management practices that support profitable growth andoperational excellence. This role overseespreconstruction and contract services for the following divisions: Commercial hardscape and amenityconstruction Commercial landscape andirrigation design/build services Residential landscape andirrigation services Full-service commercial groundsmaintenance Aquatic maintenance services Key Responsibilities Lead all estimating andpreconstruction operations across multiple service divisions. Develop and standardizeestimating procedures, pricing models, bid review protocols, and proposalformats. Oversee conceptual, schematic,design-build, negotiated, and hard-bid estimating efforts. Review project plans,specifications, geotechnical reports, permitting requirements, andcontract documents for scope accuracy and risk exposure. Coordinate preconstructionactivities including budgeting, scheduling, constructability reviews,value engineering, and procurement planning. Establish labor productivitybenchmarks, equipment rates, subcontractor evaluation standards, andmaterial pricing databases. Collaborate with operations teamsto ensure smooth transition from preconstruction to project execution. Support strategic growthinitiatives by evaluating market opportunities, project feasibility, andcompetitive positioning. Direct company-wide contractadministration processes for owners, developers, municipalities, generalcontractors, and subcontractors. Review, negotiate, and managecontracts, subcontracts, purchase agreements, amendments, and changeorders. Identify contractual,operational, financial, and compliance risks and develop mitigationstrategies. Coordinate with legal counsel andexecutive leadership on complex contractual matters and claims management. Ensure compliance with Floridaconstruction laws, lien requirements, insurance obligations, licensingstandards, and public bid regulations. Maintain standardized contracttemplates, documentation controls, and approval workflows. Permitting & Regulatory Coordination Oversee permitting strategy andregulatory coordination for all division and project types. Coordinate with municipalities,counties, environmental agencies, utility providers, and permittingauthorities. Ensure compliance withenvironmental regulations, irrigation standards, stormwater requirements,erosion control measures, and aquatic management regulations. Manage permit tracking systems toensure timely approvals and project mobilization. Team Leadership & Operational Collaboration Build, mentor, and manageestimating, preconstruction, permitting, and contract administrationpersonnel. Establish departmental KPIs,staffing plans, training initiatives, and performance standards. Foster collaboration betweenestimating, operations, maintenance, and design teams. Participate in executiveplanning, budgeting, forecasting, and operational strategy meetings. Support business developmentefforts through client presentations, proposal development, andrelationship management. Financial & Strategic Oversight Drive bidding accuracy, marginimprovement, backlog quality, and risk-adjusted project selection. Analyze historical cost data andmarket trends to improve forecasting and pricing strategy. Assist leadership with annualbudgeting, revenue forecasting, and operational planning. Monitor project pipeline activityand support workload balancing across divisions. Qualifications Required Bachelor’s degree in ConstructionManagement, Landscape Architecture, Civil Engineering, Business, orrelated field preferred. Or, Minimum 10+ years of progressively responsibleexperience in estimating, preconstruction, contract administration, oroperations leadership within landscape construction, site development,civil construction, vertical constructionor related industries. Demonstrated leadershipexperience managing multi-disciplinary teams and complex projectportfolios. Understanding of and competency to purchase, procure, and contractall elements related to: Commercial landscapeconstruction Hardscape and amenityinstallation Irrigation systems Grounds maintenance operations Aquatic maintenance services Experience with public andprivate sector contracting. Knowledge of Florida permittingprocesses, environmental regulations, and construction contractingrequirements. Strong financial acumen andability to analyze project risk and profitability. Proficiency with estimatingsoftware, project management systems, Microsoft Office Suite, and ERPplatforms. Preferred Florida contractor licensingknowledge or industry certifications. Experience in design-builddelivery methods. Experience working withmunicipalities, HOAs, developers, and large commercial clients. Familiarity with GIS, takeoffsoftware, scheduling platforms, and contract management systems.
