Cybersecurity ICAM Lead

We are seeking an experienced Identity, Credential and Access Management (ICAM) lead to provide end‑to‑end architecture leadership and delivery oversight across enterprise identity, access management, and credential platforms. This role is accountable for technical direction, solution integrity, and successful delivery outcomes across multiple programs, teams and capabilities. Location Hybrid, with periodic onsite support as needed in Baltimore, Maryland. What You’ll Be Doing Drive program‑level planning, integration, dependency management, risk/issue management, and governance rhythms to ensure predictable delivery. Provide strategic planning advice to identify and support new initiatives; prepare analytical papers and briefing materials; serve as liaison across stakeholders. Enable authorization controls so only authorized individuals/systems access appropriate resources, improving compliance posture. Deliver enterprise‑class capabilities for managing digital identities, credentials, and access across systems and applications. Provide insights and analytics that improve decision‑making for identity and security needs. Deliver a user‑friendly identity experience that empowers users to connect with confidence across the ecosystem. Use Digital Identity guidance (identity proofing, authentication, federation) from NIST SP 800‑63 as an implementation reference point for program requirements and acceptance criteria where applicable. Coordinate delivery of enterprise identity services (e.g., identity lifecycle, authentication, authorization/access controls, identity proofing, and federation patterns as applicable) to support secure enterprise access outcomes. Contribute to governance reviews, technical assessments, recommendations, and decision support related to cybersecurity and compliance. Support delivery planning, sequencing, and prioritization across ICAM initiatives. Required Qualifications Bachelor’s degree in cybersecurity, computer science, information technology, engineering, or a related field, and 5+ years of relevant professional experience. CISSP, CISM, CAP, or equivalent certification. 8+ years of experience in identity, access management, or security architecture roles. 8+ years of experience applying federal security standards or frameworks, including FISMA, NIST, FICAM or comparable requirements. 5+ years of experience supporting identity, access management, authorization controls, credentials, or related security functions. 5+ years of experience advising program, architecture, governance, or operational teams on cybersecurity and compliance matters. 2+ years of experience producing security‑related reports, recommendations, decision papers, or executive briefing materials. 2+ years of experience supporting governance boards, review forums, or decision processes where cybersecurity or privacy risks were a factor. 2+ years of experience using enterprise collaboration and tracking tools such as SharePoint, Confluence, JIRA, or M365 in support of security or compliance activities. Preferred Qualifications Master’s degree in cybersecurity, computer science, information technology, or a related field. 5+ years of experience supporting ICAM, shared services, or enterprise platform security initiatives. 2+ years of experience supporting health IT, public sector modernization, or large regulated enterprise environments. 2+ years experience supporting privacy reviews, continuous monitoring, or enterprise risk management functions.
