The Role

Owner's Representative/Associate Project Manager role reporting directly to the Senior Project Manager. Responsible for day-to-day delivery of public realm improvements and a two-story retail/F&B building within a large-scale mixed-use waterfront redevelopment in San Francisco. This position involves coordinating and executing project delivery within a complex multi-agency, multi-permit environment, including management of the general contractor, collaboration with multiple design professionals, and successful permit closeout across City and Port of San Francisco jurisdictions.

1. Overall Responsibilities

? Act as the day-to-day owner's representative for public open space improvements (landscape, hardscape, waterfront public realm), a two-story retail/F&B building, and associated historic structure stabilization and adaptive reuse works.

? Report directly to the Senior Project Manager and play a key role in day-to-day field interfaces between the owner, the General Contractor (GC), the design team (Architect, Landscape Architect, EOR), and regulatory agencies.

? Drive construction delivery within the approved budget, schedule, and quality standards across both public realm and building scopes simultaneously.

? Play a central role in managing the working relationship with the GC and its subcontractors, ensuring day-to-day compliance with the construction contract's schedule, quality, and documentation requirements; escalate material issues to the Senior Project Manager.

1. RFI, Submittal & Document Management

? Take ownership of RFI and submittal tracking for all public realm and retail building scopes through Autodesk Construction Cloud (ACC), Procore, or an equivalent platform.

? Review RFIs and submittals for completeness and constructability before routing to the design team; proactively manage turnaround times to avoid critical path delays.

1. Budget & Cost Tracking

? Support the Senior Project Manager in monitoring and reporting on the project budget, including tracking allowances, contingency draws, and approved change orders across both scopes.

? Lead the first-pass review and evaluation of GC change order requests — verifying scope alignment, pricing accuracy, and supporting documentation against the contract and approved drawings — and prepare recommendations for the Senior Project Manager's review and approval.

1. Schedule Oversight

? Monitor construction progress against the master project schedule; identify emerging delays and coordinate initial recovery discussions with the GC, escalating to the Senior Project Manager where program-level impacts arise.

? Develop and maintain short-interval look-ahead schedules for critical scopes, including landscape/planting, retail building MEP rough-in and commissioning, and DBI inspection sequencing.

1. Quality Control

? Coordinate and attend site inspections with the Architect, Landscape Architect of Record, EOR, DBI inspectors, and Port inspectors, ensuring contractor work conforms to the contract documents, approved submittals, and permit drawings.

? Document non-conforming work, track resolution, and maintain a quality issues log; escalate repeat deficiencies to the Senior Project Manager.

1. Permitting & Agency Coordination

? Manage and track all active permits across a multi-jurisdiction environment.

? Lead day-to-day coordination with the owner's permit expeditor, GC, and regulatory agencies to manage inspection scheduling, correction notices, permit conditions, and timely permit closeout; maintain a live permit log tracking inspection status, permit milestones, expiration dates, and outstanding compliance requirements.

1. Retail / F&B Building & Historic Structure Works — Specific Responsibilities

? Act as the primary owner's representative for the two-story retail/F&B building works, covering base building structural and envelope repairs, MEP rough-in and fit-out, elevator installation, interior improvements, and tenant improvement (TI) construction.

? Where work involves the adaptive reuse or stabilization of historic structures, coordinate with the design team, GC, and regulatory agencies to ensure construction methods, materials, sequencing, and documentation comply with historic preservation requirements and permit conditions.

1. Ideal Candidate Profile

? 4–8 years of experience in construction project management or owner's representation, with a combination of two or more of the following: public open space or parks delivery, retail, hospitality, assembly, or F&B tenant improvements, mixed-use or waterfront development, and/or adaptive reuse of historic structures.

? Experience managing or supporting projects in the San Francisco Bay Area with direct exposure to DBI and DPW permitting, PG&E and SFPUC coordination, and/or Port of San Francisco processes is preferred; broader California urban project experience will also be considered.

? Construction background in general contracting, civil or structural engineering, landscape architecture, or architecture — ideally with hands-on experience across both vertical (building/TI) and horizontal (public realm/landscape) scopes.

? Solid understanding of construction contract structures, including lump-sum and GMP arrangements; comfortable reviewing change orders, T&M tags, and subcontractor pricing from the owner's side.

? Familiarity with CSI-format project specifications and the ability to apply spec requirements to field decisions, particularly around quality control, Substantial Completion procedures, and warranty/maintenance obligations.

? Comfortable managing concurrent scopes with distinct permit authorities, inspection regimes, and completion criteria — including public realm works that do not follow a traditional certificate of occupancy model.

? Proficient in Autodesk Construction Cloud (ACC), Procore, or similar construction management platforms; comfortable with Microsoft Excel, Smartsheet, Microsoft Project, or P6 for scheduling and cost tracking.

? Strong communicator and meeting facilitator — able to run OAC meetings, hold contractors accountable on documentation, and keep the design team responsive on RFI and submittal turnaround.

? Detail-oriented and proactive — this role requires someone who identifies issues before they become claims, maintains organized records, and can present clean cost and schedule reporting to the owner team and investment stakeholders.

Location

FIFTH SPACE's office, currently on-site at Power Station (1201 Illinois Street). In-person work is required every business day for this role. Lunch is served on most business days. Thoughtfully curated snacks and drinks are always available. Occasional travel may be required. 

Compensation

Monetary compensation is based on experience. Annual base salary range of $125,000 to $160,000, plus performance bonus targets and professional development budget.
