Job 149262 - Port Operations Manager Memphis, TN Direct, coordinate, and exercise functional authority for planning, organization, control, integration, and completion of projects within areas of assigned within the jurisdiction of the Memphis and Shelby County Port Commission including Presidents Island, Frank C. Pidgeon Industrial Park and the Defense Depot. ESSENTIAL DUTIES AND RESPONSIBILITIES/JOB FUNCTIONS Review project proposals to determine project objectives, time frame, and funding limitations. Assist with negotiating consulting fee and prepares contracts according to project scope and budget; review designs and submittals with consultants and Port Commission personnel to ensure sufficiency of design in meeting Port Commission needs and requirements. Assist in the preparation of bid documents and help analyze bids received, and make recommendation for bid selection; confer with consultants and contractors to provide direction and resolve problems; review contract drawings to ensure adherence to general requirements. Review all pay requests for contractors and consultants to monitor expenditures, and to ensure that change orders are prepared for appropriate work; inspect project site to monitor project progress, to monitor adherence to contract requirements, and to approve quality of work. Maintain data base on project status; and prepare interim and completion report. Review and inspect Port Commission property and facilities and report on same on an annual basis. Supervise facility repair, continuance of maintenance agreements or alteration of existing facilities, including the establishment of relevant cost estimates. Coordinate construction and maintenance of dredge management areas for the annual placement of material from McKellar Lake and Pidgeon harbors. Calculate dredge volume and retention site impact. Coordinate environmental and construction permitting and inspections processes with local, state and federal agencies and legislative bodies concerning projects as assigned. Supervise outside maintenance personnel as necessary to complete assigned tasks. Perform any and all other work related tasks as assigned by the Executive Director. Perform land and hydrological surveys necessary for the calculation of dredge volumes. Write and review civil project specifications in accordance with Corps of Engineers, Tennessee Department of Environment and Conservation and the Environmental Protection Agency. NON-ESSENTIALJOB FUNTIONS Acquires and delivers household supplies to Port Commission facilities as needed. Delivers Port Commission essential documents when necessary. May be required to work during emergency events which may include weekends. Work with Director related to the scheduled replacement of equipment and vehicles. Supervise the operation and maintenance of Port security camera locations to include acquiring a lift device and cleaning camera locations at heights up to 40’. Provide presentations and tours of Port facilities. Respond to building alarm notification during non-business hours as required. EDUCATION AND EXPERIENCE Experience in administering or monitoring construction projects required. Experience in managing subordinates, including leadership positions over groups of varying sizes required. Familiarity with provisions and applications of federal, state and local environmental regulations and requirements is required. Valid Tennessee Driver’s license required. Demonstrated ability to keep sensitive information confidential. Strong analytical, problem solving, and negotiation skills. Ability to plan, organize and successfully manage multiple activities simultaneously. Working knowledge of Microsoft Office. Ability to work before and after regular office hours on an as-needed basis. Demonstrated success leading and supervising employees and working with other staff to achieve organizational goals. Ability to solve practical problems and deal with a variety of variables in situations where only limited standardization exists. Ability to communicate on a regular basis with contractors and consultants. PHYSICAL DEMANDS Monitoring of project sites requires prolonged outside supervision in seasonally adverse weather conditions that could be physically strenuous. The position requires regular physical inspections of construction sites which involve walking over construction materials and climbing ladders and riding in lift baskets to heights of 40’ to work on cameras and to inspect roofs.
