GENERAL PURPOSE
A Fire Engineer is responsible to drive fire engines and other automotive equipment in response to fire and emergency calls; operate fire pumps and other apparatus; assist in the suppression of fires; inspect and maintain equipment; and participate in fire prevention inspections.DISTINGUISHING CHARACTERISTICS
The Fire Engineer is a non-exempt position that is under the direction of the Fire Captain. The probationary period for this position is twelve (12) months following appointment and incumbents shall be entirely tobacco free while on duty. Essential FunctionsESSENTIAL FUNCTIONS
The duties, skills, and demands described herein are representative of those that must be met by an employee to successfully perform the essential functions of this job. Duties: Respond to fire and other emergency alarms by driving assigned Fire Department apparatus or other automotive equipment to required locations. Assist in the suppression of fires and in the protection of life and property; operate resuscitators and administer first aid, CPR, and/or paramedic services. Assume primary responsibility for the inspection, servicing, and maintenance of assigned fire equipment and apparatus including apparatus testing, hose testing, and hydrant testing, for cleanliness of vehicles, apparatus, equipment, and station areas. Inspect commercial and residential structures as part of the fire department responsibility to ensure compliance with federal, state and local fire prevention laws and regulations. Perform basic firefighting duty including laddering, forcible entry, rescue, first aid, ventilation, exposure protection and salvage work. Assist in supervision of all activities of a fire company including all necessary items to restore the vehicle or apparatus to a response-ready condition after emergency alarms. Participate in department training, train or assist in training firefighters, probationary firefighters, and/or temporary firefighters, cadets, etc. Perform fire prevention, business license inspection, investigation activities and issue notices of violation as required; perform and prepare fire demonstrations for public education specialized training. Prepare and maintain records and reports; maintain current knowledge of Federal, State, and Local laws, ordinances and regulations that are directly related to the department. Maintain current knowledge of Fire Department Rules and Regulations, Operations Manual, Policies, Procedures and Standard Operating Procedures. Maintain current knowledge of the geography of the city including all streets, roads and landmarks. Perform routine maintenance of department apparatus. Conduct regular inspections of apparatus in compliance with department policy, practices and in compliance with the manufacturers recommendations May be subject to recall when off duty. QualificationsKNOWLEDGE, SKILLS AND DEMANDS
Knowledge of Elementary physics, chemistry, and mechanics; firefighting techniques; fire department pumping apparatus; fire stream practices; water supplies and location of major storm drains. Principles of hydraulics applied to fire suppression, design, use, and maintenance of fire equipment and apparatus. Departmental rules and regulations, operations manual, policies and standard operating procedures; federal, state, and local laws and regulations governing fire prevention and safety. Modern fire prevention and suppression methods; location of target hazards; the geography of the City and the location of water mains and fire hydrants. First aid, CPR and the operation of inhalators and resuscitators. Correct English usage, spelling, grammar, punctuation and basic mathematics. Familiarity with standard office procedures, methods, and equipment including computers and applicable software. Skills/Abilities Maintain effective working relationships with team members and the public; deal effectively and courteously with the public. Read and understand legal and technical materials relating to firefighting, fire prevention, emergency medical treatment, and departmental regulations. Apply elementary principles of chemistry and physics to firefighting problems. Understand and follow written and oral directions under stress and pressure. Work effectively under emergency conditions and use sound judgment under hazardous circumstances; react quickly and calmly in emergency situations; work alone or as a member of a crew. Perform prolonged and arduous work under adverse conditions with endurance and perseverance. Communicate clearly and concisely, orally and in writing. Education and Experience: Any combination equivalent to the education and experience likely to provide the required knowledge and abilities would be qualifying. A typical way to gain such knowledge and abilities would be: Education High School diploma or equivalent. Experience Two (2) years of experience as a full-time firefighter/paramedic with the City of San Marino Fire Department. Licenses/Certificates State Fire Marshal certified Driver/Operator 1A and 1B. Possession of a valid Class B Commercial or Class C California driver's license with a Firefighter Endorsement. Possession of a Valid California EMT-Paramedic license. Employee must occasionally lift and/or move up to 180 pounds; perform duties requiring physical endurance and agility. Specific vision abilities required by this job include the ability to see well in difficult conditions, i.e., nighttime driving, smoke conditions. Must be able to read fine print and work at a computer workstation, read maps. Close vision, distance vision, peripheral vision, depth perception, and the ability to adjust, focus. Regarding color vision, candidates must be able to accurately and quickly name colors and be free of other visual impairments that would restrict their ability to perform Firefighter duties. Work environment While performing the duties of this job indoors, the work environment is generally in a temperature-controlled fire station. Noise level in the work environment is usually moderate, but the employee may occasionally be exposed to high level noises including but not limited to emergency vehicle sirens, radio traffic, road traffic, fire engine pumps, shouting, and yelling. While working outdoors, the employee may be exposed to noise, vibration, extremes in temperature or humidity, dust, gas or fumes, at all times of day and in all weather conditions and is routinely exposed to hazardous situations such as smoke and products of combustion, chemicals, and gases on emergencies that may result in injury, and/or death.
