Code Enforcement Officer

Job Summary The Code Enforcement Officer is responsible for ensuring compliance with City regulations including zoning, signs, property maintenance, building codes, business licenses, nuisance and litter and soil erosion control. Reasonable Responds to citizen’s complaint’s; inspects locations for violations; gathers and investigates evidence; and issues notices of violation and court summonses. Patrols assigned area in a city vehicle to proactively identify and evaluate problem areas and ordinance violations and determines effective method to resolve violations. Addresses illegal signage; removes illegal signs; issues citations; and educates businesses regarding sign regulations, facilities sign disposal. Attends court hearings; performs re-inspection of properties; processes photographic evidence; and prepares evidence for testimony. Conducts community meetings; coordinates and attends meetings to educate the public about code compliance and safety; and participates in volunteer efforts to improve the community. Regularly conducts on-site inspections and maintains detailed reports, as it pertains to soil erosion, illicit discharges and storm water pollution. Communicates and coordinates projects between various departments within the city to maintain highest level of customer service, including the Police Department and Public Works. Conducts business license checks as required and ensures businesses are in compliance with zoning regulations. Tracks vacant properties and identifies blight structures that are in need of remediation. Completes abatement process by delivering certified letters, court summons, and inspection reports to interested parties. Processes a variety of documentation associated with department/division operations, within designated time-frames and per established procedures; receives and reviews various documentation, including citizen complaints, citations and business licenses; reviews, completes, processes, forwards or retains as appropriate; prepares or completes various forms, reports, correspondence and other documentation, including photographic evidence of violations, court summonses and action reports; compiles data for further processing or for use in preparation of department reports; and maintains computerized and/or hardcopy records. Other duties as may be assigned from time-to-time. Minimum Qualifications Licenses: Valid Georgia Driver’s License Education: Completion of a standard high school diploma, GED or equivalent from a regionally or nationally accredited school. Associates degree in criminal justice, engineering or related field preferred Experience: Three to five (3-5) years’ work experience involving a high level of public contact including some experience dealing with public in an enforcement, inspection, investigation or customer service capacity. Experience that includes the enforcement of municipal codes is highly desirable. Certification(s): Certified as an ICC Property Maintenance & Housing Inspector. This certification encompasses the enforcement minimum maintenance standards and conditions of all properties, buildings and structures (residential and commercial) are safe, sanity and a fit for occupation and use. To be obtained within first year of employment KSAs Knowledge of: Thorough knowledge of business and occupational registration ordinance, sign ordinance, zoning ordinance, International Property Maintenance Code and other codes. Thorough knowledge of geography and population patterns of the City of Conyers. Working knowledge of spelling, punctuation and grammar Intermediate computer skills Knowledge of local, state and federal rules, regulations, ordinances and laws governing building construction, housing, property maintenance, zoning and land use. Basic knowledge of modern office practices and procedures. Ability to establish and maintain good working relationships with public officials, employees, contractors, developers and general public. Ability to maintain and update organized thought and document findings of research and investigations. Ability to present proactive solutions to changing circumstances in the community. Physical Requirements Regularly required to sit; use hands to handle or feel and talk or hear. Regularly required to stand; walk and may require stooping, kneeling, crouching or crawling occasionally. Regularly required to reach with hands and arms. Occasionally required to stoop, kneel, crouch or crawl. Frequently required to climb ladders, work from heights and maneuver in low clearance areas. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.
