Job Description and Duties

Within the Division of Equipment and under the direction of the Fuel Programs Management Branch Chief, a Supervisor I, the Analyst II works independently to perform the more responsible and complex duties associated with the research, analysis, reporting, customer service, review, and management of the Department’s Alternative Fuel Program. This includes, but is not limited to, the development and maintenance of the Department's Alt Fuel policies and procedures, conducting studies, writing reports, paying invoices, and maintaining data integrity. Incumbent is central point of contact and subject matter expert on commercial EV charging and EV charging cards. Incumbent remains open-minded, flexible, and demonstrates that during job performance. Incumbent will provide backup coverage for analytical staff in the Fuel Programs Management Branch as needed. Overtime may sometimes be required to resolve fuel related emergencies.

This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans’s evolving telework policy. Caltrans supports telework, recognizing that in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksites with minimum notification if an urgent need arises. The selected candidate will be required to commute to the headquartered location as needed to meet operational needs. Business travel may be required, and reimbursement considers an employee’s designated headquartered location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions. All commute expenses to the headquartered location will be the responsibility of the selected candidate.

Working Conditions

Position located at 3400 R St Sacramento, Sacramento County

Employee will work in a climate-controlled office under artificial light. This position may be eligible for partial telework. The Statement of Qualifications (SOQ) serves as documentation of each applicant’s ability to present information clearly and concisely in writing. Please follow the instructions below; failure to include and complete the SOQ as instructed may result in the SOQ not being considered and in disqualification from the interview. Each question must be numbered and addressed in the same order as the questions below. The SOQ must be typed,  single spaced and no more than two pages  in length, and 12-point Arial font.

1. Describe your experience collecting, analyzing, and interpreting complex datasets from multiple systems (such as EV charging platforms, fuel card systems, or fleet management software). Please include an example where your analysis identified an error, trend, or area of concern, and explain how your findings led to corrective action, policy change, or system improvement.

2. The Alternative Fuel Administrator develops policies and procedures based on laws, mandates, vendor requirements, and industry standards, while collaborating with partners such as DGS, vendors (e.g., ChargePoint, Tesla), and internal field personnel. Describe a time you researched regulatory or technical requirements, developed policy or process recommendations, and effectively communicated impacts to stakeholders with varying levels of technical knowledge.

3. This role requires independently managing EV charging cards, resolving system or card issues, supporting users statewide, and ensuring accurate monthly reporting. Provide an example demonstrating your ability to troubleshoot system or account problems, maintain accurate records, and deliver timely customer service in a high-volume or technically complex environment. Include how you prioritize time-sensitive tasks and ensure program compliance.
