Regional Water Providers Consortium Analyst (Analyst I - CPPW))

Job Appointment: Full time, Regular Work Schedule: Monday - Friday 8:00 AM - 5:00 PM; occasional weekends and evenings Work Location: Hybrid - The Portland Building, 1120 SW Fifth Avenue, Portland, OR 97204. Position Summary The Regional Water Providers Consortium (Consortium) is seeking applicants who are interested in a rewarding career as a Consortium Analyst (Analyst I). The Consortium Analyst is an integral part of the Consortium’s three-person team which will work collaboratively with Consortium staff, water provider members, and partners to achieve the goals and strategic initiatives outlined in the Consortium’s 5-year Strategic Plan. The Consortium’s work is rooted in collaboration and is divided into three categories: water conservation, emergency preparedness and resiliency, and strengthening regional partnerships. This position is fully funded through the Consortium and is housed in the Portland Water Bureau’s Resource Protection and Planning Group through a staffing agreement. As Consortium Analyst, your work will focus on three main areas: Program Implementation and Analysis Lead or support regional committees and workgroups made up of representatives from 26 water providers (e.g. facilitate meetings, lead discussions, coordinate peer-to-peer resource sharing, and compile meeting summaries). Organize, coordinate, implement, and evaluate Consortium member training and professional development initiatives that strengthen water provider capabilities. (Example event types: emergency equipment drills, tabletop exercises, workshops, meeting and panel discussions, trainings, information sessions, and webinars.) Lead planning and implementation of Consortium projects, products, and programs as assigned. Use the Consortium's Strategic Plan, member input, and other data to evaluate and make recommendations for incorporating performance metrics, process improvements, or cost savings into projects and programming. Assist with tracking legislation, regulatory requirements, and work from other jurisdictions that are relevant to drinking water providers as needed. Program Administration Present information on Consortium programs and projects to the Consortium Board, Executive Committee, Technical Committee, and other committees/work groups. Coordinate or support program administration functions including contracting and developing materials that inform and/or support decision making of Consortium members. Assist Consortium Managing Director with developing, monitoring, reconciling, maintaining, and reporting on the Consortium’s annual budget, revenues, and expenditures. Contribute to the Consortium’s annual work plan and budget development, 5-year Strategic Plan, and updating/developing other plans commissioned on behalf of Consortium members. Collaboratively work with Consortium staff to maintain an internal file structure and comply with archive requirements. Public Outreach and Partner Relations Promote the Consortium and its work, key messages, and resources to Consortium members, strategic partners, and the public. Represent and elevate drinking water interests and serve as a Consortium spokesperson in Consortium media campaign interviews and at meetings, events, exercises, and conferences with regional, state, and national partners. Contribute to development and updates of Consortium messages and outreach resources. About Us: The Portland Water Bureau’s Resource Protection and Planning Group conducts natural resource stewardship, environmental protection, climate change analysis, and adaptive water resource planning efforts related to Portland’s drinking water system. The group contains seven divisions of science, technical, policy, and regulatory compliance staff working to ensure that the natural conditions contributing to Portland’s outstanding drinking water sources are protected and maintained. Its work focuses on the environmental regulations governing endangered species, aquatic habitat, and cultural resources; water supply planning; legislative and regulatory review; and the management and staffing for the Regional Water Providers Consortium. The Regional Water Provider’s Consortium (Consortium) provides leadership in the planning, management, stewardship, and resiliency of drinking water in the greater Portland, OR metropolitan region. The Consortium is comprised of 26 water provider members (including the Portland Water Bureau) which are located in Clackamas, Columbia, Multnomah, Washington Counties. Since its formation in 1997, Consortium members have worked together on regional water supply coordination, water conservation, emergency preparedness, regional coordination, and public outreach programs. The Consortium’s values include collaboration, partnership, transparency, resiliency, and equity. This position and the Consortium are fully funded through annual water provider membership dues. Experience planning, implementing, and evaluating programs or projects, including organizing training or professional development initiatives, events, and activities. Experience applying analytical skills, including the ability to collect and interpret data, solve problems, evaluate options, and present findings to diverse audiences. Experience working with diverse stakeholders who had conflicting priorities in order to reach a shared project or program goal. Applicants must also possess: A valid state driver’s license and acceptable driving record at the time of hire. Although not required, you may have one or more of the following: At least three years of experience working for public utilities or other local, state, or federal government agencies Ability to fluently speak and write in one or more of the City’s top spoken languages other than English. Demonstrated experience using online tools and services which are used for conducting surveys (e.g. Survey Monkey), displaying mapped content (e.g. GIS, Tableau), distributing electronic newsletters (Emma), or updating web pages (e.g. content management systems like Drupal, Google sites). Experience with contracting (e.g. draft request for proposals, scopes of work, evaluating proposals and qualifications, track expenditures, and ensure requirements are met). Knowledge of emergency management, incident command system (ICS), or drinking water resiliency requirements. Education/Training: A typical way of obtaining the knowledge, skills and abilities outlined above is course work from an accredited college or university in business administration, public administration, emergency management, water resources, environmental studies, or a related field; AND Experience: Two (2) years of professional and responsible analytical or related work experience.
