Description of Job
About the Work Unit
This position is located in CDOT’s Region 5 Materials Unit in Durango, which exists to provide assurance that all the materials incorporated in the construction of highway projects and the work accepted by sampling and testing are in compliance with the contract specification requirements. The Materials Team supports projects in both design and construction.
About the Position
As the Materials Lab Manager, classified as Administrator V, you will supervise and coordinate CDOT and consultant lab personnel, manage consultant task orders for NPS Materials Services and provide project technical support.
Your duties and responsibilities will include, but are not limited to, the following
Serves as an assistant to the Region Materials Engineer during the design and construction phase of projects.
Supervises lab employees, evaluates test results for compliance, and advises personnel on procedures to monitor and correct failing material.
Reviews monthly consultant invoices and authorizes payment. Procures and authorizes payment for testing equipment and supplies.
Interprets plans and specifications requirements and acceptability of contract work.
Evaluates and recommends solutions to the various materials related problems encountered by field and lab personnel during the acceptance testing performed to determine contractor pay.
When project-produced materials tested in the Region Lab or satellite labs have significant test result differences when comparing Owner Acceptance and Process Control tests, this position investigates and evaluates the sampling, testing and equipment used to determine the probable cause of the discordance. The position evaluates and recommends action to be taken on the project and in the lab to address technical issues with procedures and equipment, and may recommend dispute resolution through the use of third-party testing.
Arbitrate differences as the official agency representative between field testing personnel and materials lab personnel when discrepancies arise by facilitating practical solutions that are fair to all parties.
When questions arise concerning the accuracy of equipment and procedures used by CDOT (e.g. gyratory compactor, ignition furnace, Lottman TSR, etc.), it is this position’s responsibility to defend current procedure and to determine whether the equipment has malfunctioned or if the contractor is producing material that does not conform to specifications.
Determines through research the methods to collect and analyze data pertaining to asphalt mix designs and procedures. After collecting and analyzing the data, the recommended changes to the methodologies, new procedures and equipment are made to the Materials Advisory Committee (MAC).
Reviews and recommends technical changes to materials testing procedures necessary to accomplish CDOT tasks.
Participates in research panels and task forces that implement new procedures and/or modify existing Specifications and Colorado procedures.
Attends preconstruction and prepaving meetings to identify, clarify and resolve materials specifications, production and testing issues in advance.
Have and maintain technical certifications for LabCAT Levels A, B, C, I, and E, ACI Concrete Strength Testing Technician and ACI Field I Technician, and WAQTC Soils Inspection and Testing Technician, CDOT Radiation Safety. Pass all three exams of CDOT Inspector Qualification Series.
Act as the Region expert in CDOT’s current Laboratory Information Management software (i.e., AASHTOWare SiteManager LIMS, ATSER Assure-IT, or similar programs that may be used in the future)
Other job duties as assigned.
Work Environment
Primarily 8:00 am – 5:00 pm work hours, Monday-Friday.
This position works fully in-office (no remote/virtual work).
Extra, weekend and nighttime hours outside normal working hours sometimes required.
Approximately 40% spent in the field, 60% spent in the office.
Regular travel required for meetings, field inspections and training in locations within the state.
Out of town travel for multiple days and nights is sometimes required, including up to every week during projects.
Must be able to lift up to 70 lbs.
May be exposed to hazardous materials.
Required to work outside in all weather conditions, in close proximity to moving traffic, and over variable terrain.
Required to operate CDOT vehicles.

Minimum Qualifications
Experience Only:
At least 8 years of full-time professional experience in engineering, construction management, chemistry, or other work related to the major duties of this position, which included:At least 4 years of full-time professional experience with a primary focus on materials sampling and testing for road/highway projects, reviewing and interpreting specifications and acceptability of contract work on road/highway projects, and/or analyzing materials testing data and recommending changes to existing specifications and procedures.
OR
Education and Experience:
A combination of relevant education and experience equal to at least 8 years.Education from an accredited college or university with coursework in engineering, construction management, chemistry, or another field of study related to the duties of this position will be considered.
Full-time professional experience with a primary focus on materials sampling and testing for road/highway projects, reviewing and interpreting specifications and acceptability of contract work on road/highway projects, and/or analyzing materials testing data and recommending changes to existing specifications and procedures will be considered.

It is a CDOT condition of employment that individuals hired for this position must pass the CDOT Inspector Qualification Series exams within six months of the initial appointment to the Administrator V classification.
