Summary About the Position: Serves as a Technical Economic Specialist responsible for the initiation, formulation, planning, execution, and control of economic and financial activities for Civil Works projects for flood control, navigation, beach erosion, ecosystem restoration, recreation, and water supply. Sits on District Technical Review Team conducting reviews of Planning reports and is responsible for adherence to Economic and Environmental Principles and Guidelines for Water Resources Studies. Responsibilities Provide advice and assistance to staff regarding preparation of reports relative to the planning and development of civil works studies. Plan, direct, coordinate and review economic, socio-economic analysis, and other special studies of existing and proposed civil works projects. Review and/or prepare, economic models, analytical reports of findings, including interpretations, conclusions and recommendations. Help determine appropriate economic models and procedures to analyze National Economic Development benefits and costs and for compliance with policy for the Corps civil works decision documents. Provide advice on the appropriate level of detail for economic modeling and analysis using best professional judgment and experience to help direct studies under the new civil works planning process. Degree: Bachelor's degree (or higher degree) in economics that includes 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus. OR B. Combination of Education and Experience: Courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience GS-12: One year of specialized experience which includes conducting water and related land resource planning, economic analysis, and studies. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Specialized Experience GS-13: One year of specialized experience which includes reviewing water and land resource planning, economic analysis and study products. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
